`offers.json` blob. MUHC accepts and verifies a measured free-zstd PRESENT or
calibrated ABSENT state, with a forced-absence positive control.

Correction to the initial diagnosis: full history does not fix the watchdog
failure. The durable canary truthfully remains a terminal legacy
`cursor-automation` job and production must keep holding it under ZERO Cursor.
Only the verifier's already-isolated reopened temp copy is rehomed to the
existing `github-actions-head-proof` harness, allowing the pinned-oracle
contract to execute without weakening the production pre-lease hold. Tests
assert both source and verifier harnesses.

Local evidence on the integrated candidate: human-outcomes base/addendum plus
MUHC 31 PASS; watchdog plus Cursor-hold suite 54 PASS; watchdog self-test PASS;
