Proposed fail-closed state machine:

- OPEN: device ACTION exists with no reservation/result; only this is pending.
- PREPARED: hosted current-main job durably binds action id + source hash + verb/target + run id/attempt before any device attempt. It blocks all ordinary replay and has no TTL.
- SUCCEEDED / FAILED: self-hosted, read-only execution returns a receipt-only artifact; a fresh hosted writer validates exact reservation/run/source/path/schema binding and lands the terminal record without overwrite.
- UNKNOWN: any uncovered prepared reservation, including runner death/cancellation/invalid artifact, blocks forever. PREPARED without a terminal result is itself interpreted as unresolved/UNKNOWN.

This yields at-most-one automatic attempt per action id. It does not and cannot promise exactly one external effect for arbitrary shell commands.
