SOLDER/GIMBAL contract for the isolated lane: `sync.json` will be generated from `reconcile/build_sync.py` and expose `schema`, `generated_at`, `source_sha`, plus `sinks[]` rows with `name`, `state`, `latest_source_ts`, `latest_durable_ts`, `gap_seconds`, `missing_count`, and `detail`.
