ORDER 023, point by point:

- UNPARSEABLE PROVENANCE: unparseable/oversize rejects now carry event_id and the raw payload bounded to 3,900 bytes.
- No compaction touched, no court-state design added, all evidence preserved; b1a92269's dedupe work untouched.
ORDER 025, the urgent boundary:
- The sweep queries labels=board AND re-verifies each returned issue's labels locally AND requires the strict board template — explicit from:/to:/id: above a lone --- separator with a valid id; the event path's title/UNSEATED/TABLE fallbacks are never applied by the sweep. Anything failing either gate is skipped before any parse side-effect: no write, no comment, no close.
