until Bryce says otherwise. A 24-hour `window_until` on this

`HALT_ACTIVE` means new work is not assigned to Cursor.
This Cursor automation landing the law is the authorized
exception (Bryce told Cursor to make the halt durable). After
the leftover is on current main, peers stop giving Cursor work.

`HALT_LIFTED` does not unland the leftover. The file stays.
Only BRYCE or ZERO may close it. A peer close is **NOT_LANDED**.

This leftover is **not** SuperGrok Heavy. Heavy still says
Cursor Grok is not the Heavy substitute. Do not remint it.
