"La Reforme '' yesterday published a Notice d of an extraordinary meeting of the above Company to be held on the 29th. inst at 4 o'clock in the afternoon, for the purpose of considering and if thought fit passing an extraordinary resolution having for its object the voluntary wind- ring up of the Company.
In reference to the above Notice we would remark that we seriously question whether the publication of this Notice in a single journal in this city is in compliance with the Act, which requires that seven clear days' notice of a meeting shall be given to shareholders, and we hope that in view of the extraordinary career of this company the shareholders will reject the proposal for voluntary liquidation and insist on a compulsory liquidation under order of the Court.
Gore-Browne says in his "Handy Book of Joint Stock Companies" - Section 145 of the companies act, 1862, provides that the voluntary winding up of a company shall not be a bar to the right of any creditor of such company to have the same wound up by the Court if the Court is of opinion that the rights of such creditors will be prejudiced by a voluntary winding up, and it follows by inference that an order will not be made unless such prejudice is shown, and this rule prevails even when the voluntary winding up is commenced after the presentation of the petition. Even on a shareholder's petition if the voluntary, liquidation was pro- eured by the preponderating influence and evotes of persons whose conduct requires investigation, or was begun with a view to a specific object which had failed, a compulsory order may be made; and the rule as to pre- judice has also been extended by the Court of Appeal to the case of a petition by a share- holder, so that if the Court is satisfied that the continuance of the voluntary winding up is likely to prejudice the shareholders, and that benefit would result from a winding up by the Court, a compulsory onder may be made.``

It is with the deepest regret that we record the death of Rizk Bey Sidhom, an inspector of the Customs Administration, which occurred yesterday as the result of a tramway accident. Rirk Bey joined the Customs Administration at an early age, and by his energy, diligence, and capacity he earned the respect of his superiors, by whom his work, which soon raised him to an inspectorship, was greatly appreciated. His death is a real loss to the Administration, in which he would undoubtedly have risen to higher posts, had he not been No suddenly cut off. We tender to his family our heartfelt condolences in their sad bereavement of one whom they lose in so sudden and painful a manner.
We greatly regret to announce the death of Namat-Hanem, daughter of Hafez Bey Mo hamed, Sub-Governor of Alexandria, at the early age of thirteen.
The family of Hafez Bey will proceed with the body to Cairo at five o'clock this afternoon, and the funeral cortège will leave the family residence in Sharia Abdin at nine o'clock tomorrow morning.
We offer to Hafez Bey Mohamed and his family our sincere condolences in their sad loss.
Mr. and Mrs. Borton Bey have left for Cyprus. Mr. Borton expects to return in a fortnight and Mrs. Borton will probably remain away until October.

On Monday evening, an Englishman, named Lionel Stephenson, accompanied by his little brother, while bathing is the El Barrad canal at Shoubra, were insulted, without the least provocation, by two natives, who were also bathing in the canal. According to report, the terms employed were such that no respecting person could possibly ignore and all and threats being unavailing. Stephenson sent I his brother to their home, which was close at hand, to fetch his gun, the intention of frightening the natives rather than for active use. When the gun was eventually forthcoming, however, the desired effect was not produced, but seemed to aggravate natives to further and more outrageous language, Losing all I control over himself, Stephenson fired upon one of his insalters, named Hasan Masson, wounding him there severely. The police at length appeared on the seene and the wounded man was conveyed to hospital, where 20 days medical treatment will be necessary, while Stephenson was arrested and handed over to the British Consular authorities to be dealt with.

"We are now living under the sword of Damocles owing to the pernicious habit which has become the governing rule among the functionaries of our Government. Our officials of all grades and denominations are now engrossed with party politics almost without a single exception; and our public offices are party clubs where the merits of different newspapers and the political questions of the day are discussed from day to day. It is really impossible to find an employé of the Government now who is not a hot partisan or who thinks of doing his official duties before giving his opinion on political questions. So far has the evil grown that those among our public servants whose duties forbid partisanship are among the most notorious leaders of political parties. That this state of affairs is a danger to public security no one here or elsewhere can deny.
We have always thought that the permanent officials of the Government ought to be above party quarrels and that the higher officials of the various departments of State ought to make this principle clear to all their subordinates. The Government employé who belongs to any party is a nuisance to which we have never referred with praise. But when that employé is a Nationalist against the Government of the day he is a monstrosity and a vicious growth which is not allowed to exist in most civilised countries. We call the attention of the authorities to this grave evil and trust that instructions will be issued in all departments on this head."

La série macabre des noyades continue dans notre bonne ville. Il ne se passe guère de jour sans que les vagues rejettent an rivage quelque nouveau cadavre, soit au Port-Est soit sur la côte de Ramleh. Et s'il est vrai que les esprits des disparus aient l'habitude d'errer dans les endroits où la mort s'est produite, les côtes alexandrines doivent être peuplées d'ombres, assez nombreuses bientôt pour cerner la Muni- cipalité et hanter ce palais si convoité par nos édiles. Ceux-ci, en effet, sont les vrais responsables de tant de deuils. Ils assistent impassibles depuis 5 ou 6 ans au fléau qui nous coûte plus de vies que la peste ou le choléra la plage du Port-Est, autrefois couverte de bains (il y en avait cinq) n'en a plus aucun et les demandes qui sont faites par des particuliers pour en construire sont régulièrement repoussées
Il en résulte que le pauvre public, celui qui n'a ni le temps ni l'argent pour aller à San Stefano on au Mec, se jette à l'eau au premier endroit venn. On se rend aussi un phare, au risque de chavirer dans la traversée ou de se noyer dans quelque tourbillon. Nous comprenons à la rigueur que nos conseillers s'occupent d'autre chose que des intérêts de la ville; nous leur passons volontiers certains esprits coûteux pour les contribuables. Mais sapristi! quand il s'agit de la vie du peuple, ils se trémoussent un peu. Sur toute la côte où se passent quotidiennement des tragédies, on n'a pris aucun moyen pratique pour sauver les personnes en danger. Et lorsque des particuliers demandent à construire des bains, la Municipalité, qui devrait donner des primes aux entrepreneurs pour multiplier autant que possible de pareils établissements, oppose au contraire une attitude constamment hostile. Et voilà pourquoi tant de gens se noient! On en vient à se demander si une collectivité peut impunément sacrifier tant de vies humaines et en l'espèce si la Municipalité par son désintéressement de la question n'encourt pas une responsabilité non seulement torale, ce qui est certain, mais encore matérielle à l'égard des parents des victimes.
Nos édiles, qui n'ont pas le loisir de s'oo- caper de bains, de loyers ou d'hygiène, portent toute leur attention sur un sujet plus digne de leurs réflexions. Il s'agit de transférer au Jardin Français la statue de Mohamed Aly, qui se trouve au milieu de la place des Consuls. Le libérateur de l'Egypte, dont l'allure martiale fait si bel effet sur cette place qu'il a tracée lui-même et qui est la seule ici digne de ce nom a dû frémir de l'ingratitude des Alexandrias, lui qui tant fait pour le relèvement et la prospérité de leur ville. Voilà qu'on lui assigne un emplacement subalterne.
Quel crime a-t-il donc commis pour qu'on lui inflige une pareille humiliation? Il est figé par son cheval de bronze depuis bientôt un siècle. Mais c'est là son crime sans doute; il n'a pas besoin d'être arrosé, ni éponteté, il ne fournit prétexte à aucun crédit, le malben- reux ! Et n'est-ce pas le rôle de la Municipalité de voter des crédits ! Enfin le voilà pincé. On va le descendre, et rondement. Cela coûte 1600 livres.
Qui va prendre sa place, c'est ce que tout le monde se demande. Nos conseillers qui ont voté son transfert ont déjà fixé leur choix, cela est probable. Mais, à moins d'y mettre Alexandre, tout autre paraîtra bien petit. Il y a comme cela de lourdes successions. Peu importe donc, le sujet A défaut d'autre on y installera un conseiller municipal. L'essentiel est de voter un crédit pour une nouvelle statue.
Dans la dernière séance de la Commission Municipale, on a voté à cet effet un crédit de 3000 livres, à prélever sur le crédit global de 19000 livres affecté à la ventilation des égouts. Aux explications demandées par un membre, l'Administration s'est bornée à répondre que les études nécessaires étaient déjà faites par les services et qu'il n'y avait pas lieu de s'inquiéter sur les conséquences hygiéniques du système proposé. Autant dire qu'on demandait un vote à l'aveuglette, ce qui a d'ailleurs été accordé
La Commission a donc voté le crédit, sans qu'un rapport lui soit soumis sur la question. Nous n'aurions pas en la matière des objections bien graves à faire, si les services à la compé tences desquels on nous livre sans contrôle n'avaient pas déjà échoué à plusieurs reprises dans des essais analogues de ventilation. Peut- être le nouveau système est-il meilleur et répond-il mieux aux exigences de la santé publique. Nous voulons le croire, mais dans ce cas qu'est-ce qui empêche donc la Municipalité de nous faire connaître en quoi consiste ce nouveau système 1 Après tant d'échecs, il ne serait que juste de sa part de procéder avec plus de réserve et de prudence qu'elle ne l'a fait jusqu'ici. En tous cas, la Commission nous donne une piètre idée de son caractère en votant un crédit sans exiger au préalable un rapport qui lui expose le projet auquel le crédit qu'elle vote est destiné.
Nous avons dit au début que la Municipalité n'avait pas le temps de s'occuper
de la question des loyers. Or, non seulement elle ne fait rien pour diminuer
la crise qui pèse si lourdement sur la classe des travailleurs, mais encore
elle se dérobe à ce que les Municipalités civilisées d'Europe considèrent
comme un de leurs devoirs et non, des moindres. Veiller à ce que la
population ouvrière puisse être logée dans des habitations hygiéniques et
d'un loyer abordable

Lei, nous avons eu une séance faible avec accentuation de la baisse. Le volume des opérations n'a pas été non plus très brillant. A n'en pas douter, les baissiers ont repris courage à la suite des dernières nouvelles d'Europe et ils se multiplient pour faire rétrograder le plus possible les valeurs dont une forte plus value est assurée lors de la prochaine reprise. Le "Statist," s'occupant de la baisse des valeurs américaines qui s'est si violemment répercutée sur les places européennes, en donne les motifs suivants: "On peut attribuer en premier lieu le recul qui vient de se produire dans les cours des principales valeurs américaines à la condamnation encourue par le Standard Oil pour avoir obtenu des réductions de tarifs sur les chemins de fer depuis la promulgation de la loi qui les prohibe. "Une autre raison de la baisse des cours cette semaine peut être trouvée dans l'élévation des taux de l'argent qui se sont avancés à New-York jusqu'à 61% Ce mouvement est da en partie aux demandes de numéraire pour l'intérieur du pays et en partie à l'échéance d'un certain nombre d'appels de fonds sur des missions nouvelles. Les demandes de l'intérieur n'ont rien d'habituel en cette saison. Les Banques de New-York sont exactement dans la même situation que l'année dernière à pareille époque. Entre le 4 août et le 8 septembre 1906, les réserves des Banques associées se trouvaient ramenées de 56,00 0,000 livres à 49,400,000 livres et leurs dépôts réunis de 215,300,000 livres à 202,800,000 livres "Par contre, les avances étaient peu réduites, passant de 215,400,000 livres à 210,360,000 livres. At the Socialist congress met here a violent scene was witnessed when Herr Bebe denounced the motion of the French anti-militarist Hervé, who urged the soldiers to desert and revolt in case of war. Hervé vehemently retorted that the German socialists were encouraging (Reuter) war.
The statement that 97 per cent of the children at the schools throughout London have defective eyesight is somewhat startling. It is a statement made on good authority, and the action of the London County Council Education Committee to force reluctant parents to provide their children with spectacles is based on this information. Children at many of these schools have to contend already against poor clothing in winter and insufficient food, so that their school work is only too often done under difficulties. Defective eyesight must add considerably to these difficulties, and make the school work of many a child a real penance. Most people know how trying even a slight defect in the eyes is, causing headaches, weariness, and other worries, and the poor child who does not even realise the cause of his con- dition must suffer greatly. It has been our habit for years back to regard the spectacled Germans as objects for ridicule in comic papers. May it not be merely that the Germans have been wiser than we are in the matter of having their eyesight attended to. It is quite a common thing to see German soldiers wearing spectacles, but it is only within the last eighteen months that English soldiers have obtained a certain concession in this direction.
So many parents of a certain class are so careless in essentials that it does not look at all probable that they would be likely to act intelligently on a point such as care for the eyesight of their children. If the children are educated by the State, fed by the State in cold weather, and to a certain extent clothed by charity, it is but one step more for the State to attend to their eyesight, and provide them with glasses. Spectacles for school- children will, no doubt, be an expensive mat- ter. Not only is the initial outlay to be reckon- ed, but children are sure to break their spectacles very frequently, so that they will have to be constantly renewed. The defective eyes of London are a very slight infection compared to the ophthalmia of some of the Eastern countries. Alarmists sometimes make statements to the effect that something of the kind threatens England. Conditions of life in England are so different that this does not ap- pear at all likely. Anyone who has seen the eyes of the Egyptian closed with ophthalmia, with dust adding to the discomfort, and flies swarming around the festering sores, will be ready to declare that English people have very little to complain of in the matter of eyesight. The travelling ophthalmic hospital, recently sent to Egypt through the kindness of a philanthropic gentleman, is doing a great deal to improve the conditions of the sufferers. The eyesight is so precious that it seems surprising that people should hesitate to have everything possible done to secure good eyesight for children. Blindness must be one of the saddest afflictions, in spite of the cheerful way in which so many blind people bear their infirmity, and lead happy and useful lives.

It is clear that, when a new Inspector- General is appointed, his duties must be revised and his sphere of influence be more accurately delimited. Here we come at once into a region of conflicting opinions upon the subject of the higher governance of the Army. The writer's view-not at present popular in directing circles-is that the system of the Board of Admiralty can never prove acceptable to the Army, which is accustomed to place its confidence in its greatest chiefs and not in men of lower rank. According to this view the Secretary of State's colleagues of the Army Council should be the first chiefs of the Army: they should combine authority with patron- age and power, and delegate inspection to one of their own members. An Inspector General with a seat on the Council would strengthen this governing body and would speak and not in its name. He should be the Commander-in-Chief designated in time of war, and should conduct. inspections in manner to make himself thoroughly conversant with the Army and its preparation for war. He should act as director of all great manoeuvres within the United Kingdom. At present the highest chiefs of the Army hold commands in the United Kingdom but are not on the Army Council. The latter body does not consequently represent the highest military authority in the eyes of soldiers, nor does it sufficiently supply that weight to the Secretary of State's decisions which would be afforded by a Council consisting exclusively of those senior and most experienced commanders in whom the Army places its trust. The first Army Council has done well in circumstances of great difficulty, but the Admiralty system has no attraction for soldiers.
It is probable that the new Inspector-Ge- neral will remain outside the Army Council, and much will be gained if it is recognized that it is to be, subject, of course, to the ultimate approval of the Government of the day, the Commander-in-Chief in a great war. Prom this it follows that he must know all the leaders and units that may serve under him, and that they must know him and receive the impression of his mind in time of peace. Our naval forces are so superior to those of foreign Powers that the Navy can apparently afford to allow the greater part of the forces which will be arrayed under the commander of the Channel Fleet in time of war to remain outside his authority in time of peace. But the Army is nearly certain to be in future, as it has usually been in the past, greatly outnumbered. The Navy has to do much with much, and the Army has to do much with little. We cannot, therefore, omit any precaution which will enable us to make the best uses of the meager forces we possess
It is here that the reason for the change of Inspector-Generals appears. The new Inspector General and his predecessors must be men with the greatest experience of war and with the highest gifts for leading troops. It is too heavy a burden for a commander to assume the charge of the command-in-chief unless he has prepared himself to fulfil his mis- ion by a complete study of it in time of peace. It is only by knowing his troops, by being responsible for their training, and by having such power as to cause his recommendations to be translated into action, that a Com- mander-in-Chief designate can do his duty to the country and to himself. If the name of the new Inspector General answers to the general expectation, there can be no doubt whatsoever that the capacity of the Army to wage serious war will steadily increase, and that the higher training of both staff and troops will be raised to the highest pitch of excellence.
Writing under the above heading "Al Lewa" Says:
The Egyptian press is very much divided as to the verdict pronounced by the Fabekieh Summary Court. Some testify to its justice, others criticise it and some ascribe it to political motives while other papers attack the judge.
We read it all and laugh at the manner in which some have commented on the verdict, for they look at it from one point of view without fully considering it from every point. The papers which have written so much on the liberty of the press left the essential un- touched and dealt only with the accidental. Nobody can deny the necessity of safeguarding the liberty of the press, but such liberty ought to have fixed bounds. Por if it is left unlimited it places itself above the law, and is condemned by every sane man.
The law allowed the press to criticize the doings of the Government and the higher functionaries as well as the minor in their public capacity and to draw the attention of the Government to what is going wrong in its machine of administration.

Here we may ask what is the mysterious motive that inspired those papers and especially the Europeans to conduct this campaign against the bar.
Do they really mean these attacks against the bar and the judge who sentenced them to a fine of L.E. 50 each as damages, to break the fetters imposed on the liberty of the press ?
If they really meant this why didn't they make any remark on the sentences pronounced against other native journalists by the native Courts and European journalists by the Consu- lar Courts, considering these journalists were sentenced to long terms of imprisonment and heavy fines t
Were there not among those sentenced to such penalties pressmen, journalists and correspondents like those of "Al Mokattam," "Al-Watan," and "Al-Shark 1"
"Al-Mokattam" imagined that it could defend itself well by making mention of the cases of M. Grand Moulin and Mr. Moore which were suspended by the parquet for lack of evidence and bad intention. This paper ought not to have forgotten that "Al-Lewa'' has only published the letter it received from the Omdeh who is a public servant, in connection with M. Grand Moulins affair after having deputed one of its editors to make sure of the report and then published a letter from M. Grand Moulin in reply to it.
As regards Mr Moore's case, all that "Al- Lewa" and its contemporaries published in connection with it was confined to the proceedings of the Court and the investigations carried out by the parquet.
The seeds or stones of many fruits which would apparently seem useless have some economic value, and in this connection we are speaking chiefly of those which are often thrown away, passing over many that are applied to ornamental uses. In certain parts of Egypt date stones are boiled to soften them, and the camels and cattle are fed upon them. They are calcined by the Chinese and are said to enter into the composition of their india ink. In Spain they are burned and powdered for dentifrice, and vegetable ivory nuts are said to be applied to the same purposes. Some species of attales nuts are burned in Brazil to blacken the raw esontehone or india rubber. The seed or stone of the tamarind is sometimes prescribed in India in cases of dysentery as a tonic and in the form of an electuary.

In other countries people do things in just the reverse way to that adopted by the denizens of the Nile Valley (pace Shade of Herodotus). For example, if the climate and neighborhood of Seven Dials has become as oppressive as the unwelcome intimations of your worst enemy your landlord- you decide upon a moonlight flit, but the operation is carried out without the least ostentation; on such occasions, the Yankee furniture dealer who advertised "furniture removed and displayed to the best advantage" would find himself rather in the way, or at any rate the silently departing tenants would soon discover that he was, and take measures to pat him out of it. As I was just going to remark things differently here. again we do "Mine Host" Marburg of the famous St. James's Restaurant decided upon a move, and about the hour of 2 a.m. On Monday morning he informed his long suffering clientèle that they might wend their weary way homewards as he would in a few moments commence the removal of his goods and chattels, eatables and drinkables to his new establishment in the Boulaye Road. Half an hour was allowed for them to get on the inside or outside of their respective nightcaps-but this concession just allowed time for "spies to slip round to the promised land and return with the news. That, with the exception of seats and a few tables, the new establishment was already ready for the inaugural opening to which they had been invited for 9 pm, nineteen hours away. Then there happened what did happen: shawishes and gaffire stood open mouthed and wide eyed as a joyous and hilarions crowd sallied forth laden with chairs, tables and a bottle and a glass rach and scurried off to the Boulac Road. Arrived in front of the new show, a bottle of champagne was ceremoniously broken and the contents wickedly wasted in laying the dust on the pavement-through the culprits averred that they were only carrying out an ancient form of benediction or christening ceremony; they should have added at the time that it was merely preliminary-but perhaps they did not think of it, and when the merry furniture removers finally removed themselves-which was at an hour it would be injudicious to mention, it was with the worn intention to be present to-night at the official inauguration of their favourite restaurant.

During the past few days the attention of amateur stargazers has been rivettell on a beautiful comet in, the eastern sky before sunrise; which, although it was discovered by Mr. Daniel at Princeton on June 9th and was then quite a remarkable object having a magnitude 11 which by the 19th, June had increased to 8, was not much watched as it was anticipated that it would go the way of the other three of this year and only remain an object of telescopic interest. However, in July, as the object rapidly increased in sine, Professor Crawford and the Misses Einarson and Glaney proceeded to compute its future track which on discussion is found to have a so small inclination that its orbit will be found to be elliptical-but as far as observation goes and a cursory examination of past records it is not certain that the comet is periodic, though its track bears a resemblance to that of 1770 1. Dr. Smart in July computed the Ephemeris for Greenwich which gave the comet's position for the 11th August as RA. 68.25 Decl + 17 15-from which it will be seen that this beautiful object is situated a short distance from Orion's belt- a constellation known to everyone. The nucleus on the 11th inst. lies on a line drawn through A and B Orior and is about 10" from the former star, with the tail-composed of several parts, streaming away perpendicular to the horizon for a distance of 25 '' visible to the naked eye. In colour, the nucleus is of a pearly blue and the tail appears of quite s wonderful luminosity increasing in with towards its fainter parts. The Comet travels at 2 per day approximately and will, as it draws nearer and nearer the sun, rapidly increase that speed, and it is probable that the tail will rapidly become longer, as that force given off by the sun which is undoubtedly the formation of the tails of comets becomes greater, due to this beautiful objects' rapid" approach to our primary.
Its distance from the sun being 454 probable that it will remain visible to early rising enthusiast for another 10 after which it will quite have become ed up in the light of dawn; to appear may be on the other side of the orb of day, and in the evening, some six weeks to 'two months hence The London press is full of long and weird articles on weight, height, distance, speed and so on, which teach little and prove nothing for it is idle to speculate on such points when but little is known of the object's actual orbit.
