The Ezyptian Government peroiats in refasing to consign to the Alexandria Manicipality the. fortifications on the southern side of the ~ Rosstta Gate. Although ths work of convert-. ing the site of the old fortifications into parks onthe North side is very far advanced we fail to see that any plaasible reason for this attitude oan be subtained. It is to be noted that the letter from the Ministry of the Interior to the Alexandria Municipality simply consists of a categorical refusal and does not vouchsafe a single reason for this non possumus policy. We have always main- tained that it is absolately necessary to give a "lung" to the densely popalated quarters of the Attarin district of -the city, and it is this part of Alexandria which will be especially afféoted by this most unforta- tanate decision of the Government. It isto be hoped that the attitude of the Ministry of the Interior will be mcdified in reference to this matter as soon as the Financial Ad- : | viser and the Administrator of the Manicipal- ity have retarned from their summer holidays.
The werk has been actively progressing on the side towards the sea, and it is anticipated that Alexandria will soon have a splendid and pictaresqne promenade extending from the Roéetta Gate right along the Rue d'Allemagne. The preliminary arrangements for such a grand scheme require years of preparation and the Manicipality has already despatched M. Mon- front, the well-known hortioulturist, to Karope in order to make the necessary purchases, of trees, plants, and shrabs. When these arrive at Alexandria they will be placed in the narseries of the Municipality in order to be prepared for transplantation in the parks. The fortifioa- tions on the soath side extend from the Rosetta Gate by the Meuasce Avenue almost to the Moharrem Bey Gate. This should afford a magnificent series of promenades skirting a large portion of the land side of the city. Besides this there is a great extent of old fortifications in the district by Bab Sidra and it is not improbable that eventually these also may be incorporated in the scheme, which ig destined to surround Alexandria with a belt.of-pleasant and eye-reposing verdare.
OUR MUNICIPAL COUNCILLORS.
In another column we publish the official report of Satarday's meeting of the Alexandria Municipal delegation. It will be observed that most.of the important qoestions-were poatpon- ed. The reason is obvious, As our Manicipa: Councillors indalge in extraordinarily long summer holidays, no serious basiness can be transacted in the holidays. Time atter time no quoram 'is obtained at the meetings of the delegation and the ordinary Tuesday even- ings have had to be pot off until the following Saturday. We would very much like t know why no plenary meeting of the Manict- psl Commiission took place in the month of Anguat, althoogh the regolations are that at least one meeting should take place every © month throughoat the year. The offisial reports of the meetings of the Manicipal Delegation, which we publish every week; show 'that there is quite enough basiness to be transacted in the way of credits and "reglements," bat owing to the slackoess that prevails nothing is done." Some time ago a correspondent wrote to suggest that a regalation shoold be made to the effect that when a Municipal Councillor had the honoor of being elected, he shoald forego his annual long sammer holiday and at least only go to Europe every other year. Under the present system the Manicipality's activities are absolately paralysed for fully six months out of the twelve.

According to the "Mokattam," the board of the Delta and Helonan Railways are in treaty with the director of a large Casino to appoint him to a Casino at Helouan on an annual subvention of L.E. 200.
The Fifty Belgian pilgrims to the Holy Land, who arrived last week in Cairo, left on Sstarday for Marseilles by the Mossageries S.S. Portugal. They thoroughly enjoyed their visit to the Egyptian Capital, and viewed all the sights.
The Cairo S'enmboat Omnibos Company has bonght Duke Descazes' motor-boat Qaand Méme, which won the Alger-Toulon race last year and has a speed of 18 knots an hour. The company is also comidering the construction of eight new stesmbosts to hold 300 passen- gers.
The Egyptian Delta Light Railway Com- pany have arranged for a special service of trains between Bab el Louk and Bassatine stations on the occasion of the Jewish All- Soul's Day, the 28th inst. Special rates will charged for return tickets as follows :—1st class-P.T. 5, 2nd class P.T. 4, 3rd class P.T. 2, no single tickets being issued. Particulars of the train service will be found in our adver- tissement-columns.
The new swimming bath is a great suc- cess ; it was inaugurated on Saturday, when there was a godly number of members present. 'The diving platform is admirably suited to diving from heights ranging between five and fifteen feet. The spring board might be better with a couple of feet feet sawn off, but that is a mere detail. We may remind our readers that the entrance fee for the sports is PT. 5. The site for this-fixture has not yet been arranged.
The religions ceremony of Leilet El Mirag, which was held on Saturday evening at the Citadel Mosque Cairo, was attended by a large number of Ulems and notables of the Capital, among whom was Prince Mohamed Aly, who represented H.H. the Khedive. Sheikh Moha- med Amin El Nawawi read the Story of the Mirag after which the Ayats of the Koran. were intoned. After the cerewony Prince Mohamed Aly visited the tombs of his fore- fathers near the Citadel. For the benefit of the uninitiated we might remark that El-Mirag signifies the ascension of the Prophet Mohamed to heaven.
Hassan Ali Bi-Adli, of 'Rasmanieh, Behera, who was sentenced to death for the murder of his grandmother, aunt, and their servant, as already announced by us, was execated at the Hadra prison at a quarter to eight this morning ix. the presence of Cobbe Bey, acting Hakemdar, Haddayé Bey, Mamour of the Public security department, Hashem Bey, employé bf the same department, Ibra- him off. Safwat, sub Director of the prison and several press representatives. Hassan Bi-Adli, who was a young man of 22 years of age, walked to the scaffold with a firm step. He spent the last few minutes of his life in prayer, and when Ashmawi tied his hands behind his back he said 'I have done nothing." Safwat Effendi then read the sen- tenes. and the executioner speedily fulfilled his duty, The criminal died in two minutes and 20 seconds.

The strength of the Army of Occupation at Alexandria is to receive an important addition shortly, for the details of the 1st battalion of the King's Royal Rifles are in future to be sta- tioned here instead of at Cairo and are expected to arrive on the 6th October. They are under the command of Major Robertson Bustace, D.S.O., and will be stationed at Ras el Tin Barracks. The details number over 400 officers and men.
H. M.S. Venus is expected to make a stay of some duration at Alexandria. This morning Captain Francis G. Eyre paid an official visit to Mustapha Pasha Ibadi, Governor of Alexardria.
The Venus is a powerful twin screw protected cruiser of the second class, 5,600 tons. I. H. P. 8,000 N. D. (9,600 F. D.) She belongs to the Mediterranean fleet and was recommissioned at Portsmouth on the 28th May last.
Further particulars concerning the military night operations which are to be carried out to- night by the Cairo garrison, and to which we referred recently, have been issued by the Cairo headquarters. The Western force, under Lieut. Col. J.H. Gideon, will consist of the "U' Battery, R.H.A., 6th Inniskilling Dragoons, details of the Mounted Infanty and Military Mounted Police, 1st Battalion Lancashire Fusiliers, and 2nd Battalion Royal Inniskilling Fusiliers. The Eastern force, details of which have already been given, will be distinguished by a white band round the left arm. Orders have been issued that the mounted troops and scouts of the Western force must not be moved until two o'clock this afternoon. The following officers have been appointed umpires ; Colonel Cuthbert, Lieut. Col. H. M. Campbell, R.H.A., Major A. R. Hoskins, D.S.O., Major G. C, Knight, and Lieut. E. R. Platt.
The total value of goods imported into Egypt last month amounted to L.E. 2,061,219, showing an increase of L.E. 257,528 during August of last year, whereas the exports show a decrease of L.E. 461,306, the figures for August 1906 and 1905 being L.E. 704,194 and L.E. 1,165,510 respectively. The total value of imports since January 1 exceeds that of 1905 by L.E. 1,619,955 and exports give an excess of L.E. 784,704 for that period.
England heads the list with both imports and exports, the respective figures for that country being L.E. 681,046 and L.E. 324,863, the former exceeding the value of August 1905 by L.E. 101,817, while in the latter a falling- off of L.E. 189,991 is reported. The next country in importance as regards exports is Turkey, the figures of that country totalling L.E. 230,752, while the exports only amounted to LE. 39,211. France's imports totalled L.E. 182,917 and exports L.E. 69,459 and after this come Austria-Hungary, Germany, Belgium, and Italy in the order named. Morocco comes last with L.E. 1,510 for imports and L.E. 78 for exports. Spain and Switzerland are the only countries in which the exports exceed the imports, the figures for the former country being L.E. 39,673 and L.E. 1,510 respectively and for the latter L.E. 13,326 against L.E. 7,695.
The current issue of the "Railway Gazette' contains an interview with Sir Charles Met calfe on the Cape to Cairo Railway. Asked whether there was anything in the frequently recurring impression that the scheme had suffer ed by the death of Mr. Rhodes, who had done so much to further its realisation, and whether he—Sir Charles Metcalfe—was satisfied with what had been accomplished to date, the popu lar Baron scouted the notion, and said that personally speaking, he was perfectly satisfied at the way the line had progressed. "Everything has been done that could be done," he remar ked, "and the fact that the railhead is where it is to day—namely, at the Broken Hill, over 2,000 miles from Cape Town—is eloquent proof that those entrusted with the construction of the line have not been idle."

A MISTAKE AT BRINDISI.
Owing to the failure of the connection of the mail service in Italy, the usual mail from Lon- don, which should have reached here yesterday by tha Italian Florio-Rubattino steamer, has not been received. Again to-day only part of the mails from London and Paris; which gene- rally come in early in the morning by the Austrian Lloyd steamer, has arrived, and notably the letter mail is missing. This is probably due to some mistake on the part of the Italian postal authoritted af Brindisi. All these mails will probably not how reach here until next Wednesday afternoon together with those arriving by the P. and 0. steamer via Brindisi and Port Said, unless some other mail boat calling at these ports will in the mean- while bring them on.
A telegram despatched from Lyons on yes- terday week to the Petit Parisien, gave the following details of Princess Fazil's death :—
Princess Rouskiya Fazil; of Cairo, was taken suddenly ill last night in her carriage while driving through the little village of Tourronde A halt was made at a wayside cafe, and the sufferer was placed on a mattress, on which she expired before medical assistance could be obtained from Evian.
The family of the late Princess Rouskiya Fazil, daughter of Prince Mustapha Fazil, has received telegraphic information that the body of the Princess left Marseilles last Thurs- day by the Messageries Maritimes S.S. Congo, which is due here tomorrow. The body will be received by the Princes of the Khedivial Family, H.E. Adib Bey, son of the deceased, and Izzet Bey Choukri, son-in-law, and will be conveyed dirct to Cairo by special train. The funural will take place on Wednesday.
M. Roume, the Governor of French West Africa, interviewed by a representative of the "Temps" concerning the progress of Pan-Islam- ism in the Colonies, said that outbreaks of fanati- cism had occurred on the farthest confines of the Sahars. He declared that at the instance of Marabout in the Bjerna district two French and five English officers were killed, and added that it would be impossible to prove whether these cases of religions fanaticism were isolated or a part of the great Pan-Islamic movement.
According to a Cairo contemporary the plans for the electric tramway service of the Heliopolis Oasis and Railway Company Provide for carriages which will be divided into two separate compartments for 1st and 2nd class passengers and will also contain a small raserved compartment for ladies. After traversing the principal boulevards of the first and second cases the line will con- tinue direct to the Abbassieh terminus, where it will join the line of the Cairo Tram- way Company, whose service to the Bab el Hadid station will be doubled. From Bab el Hadid the line will branch off to join the metropolitan line running along the Ismailieh canal road and thence via Djelal Pasha street to Boulac, where it will again join the urban line.
A grand night féte will be held at San Stefano Casino on the 20th inst. on the opos- sion of the Italian National féte, which will ba attended by the Italian Congul. The receipts will be devoted to Italian charities.
The Messegeries Maritimas S.S. Conge passed through the Straits of Messina on Saturday and is due at Alexandria at 1 p.m. tomorrow.
The Papayanni S.S. Alsatian sailed for Liverpool on the 12th inst.

An important discovery has been made, which shows that the lottery bonds of the Credit Foncier Egyptien are being forged. On Saturday forenoon a man eufered the Anglo- Egyptian Bank at Alexandria and asked if he could deposit with the bank for safe custody forty lottery bonds of the old issue of the Credit Foncier Egyptien. The man, who was personally unknown to the bank, told the clerk that he would go out and return for the receipt. The clerk noticed that the lottery bonds had a somewhat curious appearance and on examination they were discovered to be forgeries of bonds, which had already been drawn. The bank at once communicated with the police and when the man returned for the receipt he was promptly arrested, and, as he is an Austrian, hunted over to the authorities of that consulate. The discovery is of considerable interest as it tends to show that these lottery bonds are being forged, possibly in considerable numbers, However, it is a matter for Congratulation that the forgeries were not executed with greater skill.
The constitution of the Electricity and Ice Supply Co. has now been granted by Khedivial Decree, which appears in the "Official Journal" of last Saturday. The capital of the company is L.E. 8,000 divided into two thousand shares each of L.E. 4, and subscribed by the founders in the following proportions :—-Auguste Dela- quis 380, J. The objects of the company are as follows :— The improvement of the applications ot elec- tric energy in all its forms, the acquiring, and improving of all concessions and of all establish- ments and industrial properties and of trade relating to electricity; all operations pertaining to the said objects; and generally all operations, enterprises or commercial, industrial, financial, personal or real affairs relating to the said objects of directly connected thereto or that can facilitate or favor the indastry and devel- opment of the affairs of the company.
Recently we published some letters from Messrs. Armour's Egyptian agents defending their wares. As a proof of the very unsatisfact- ory guarantees as to the wholesomeness of these foodstuffs we publish the following tele- gram from 'the "Daily Telegraph's New York correspondent, published in that paper on Saturday week. The second paragraph deserves special notice and the suggestion contained in the final sentence deserves tobe followed in Egypt :—

As regards the labelling of canned goods the packers have apparently scored a victory over the Pure Food Law which provides that each food product must contain the names and percentage of the component parts of the pro- duct. In other words, a receptacle containing one part of chicken and two parts of veal must not be labelled potted chicken, but "one part chicken and two parts veal." Undeterred by the popular outory here and the diminished export the packers fought the Pure Food law provi- sion, and now a basis of compromise has been reached to the effect that the names of the constituents of the meat food prodact must be placed on the label, but that the percentage shall not be required.
This really fails to satisfy the legitimate curiosity of the consumer, whose fears have been naturally aroused by the packing-house exposures. The matter has not yet been finally settled, but it remains very doubtful under present circumstances whether the consumer will secure entire satisfaction. As regards the export trade, the difficulty might be met by foreign countries prohibiting importations un- labelled according to their complete satisfac- tion.

Lieut. G. Grylle, R. GA. left Cairo yesterday for Shellal en route to Khartoum, where he will be stationed.
Yesterday morning Mr. Jas. Hewat, American Consular Agent at Alexandria, and Mrs Hewat arrived from England by the S.S. City of Oxford.
Guindi Effendi Mankarios and Mohamed Effendi Naguib Mortada have bean appointed engineers inthe Town Service of Cairo.
The Roumanian Maritime Service has now taken the final steps towards the organisation of the steam-boat service between Conatanza and Alexandria. I have already remarked that the service will be effected - by the S.S. Im- peratal Trajan, which was constructed in the St. Nazsire docks; France, and which will arrive at Constantinople on Saturday, The christening of the new boat will take place on October 5 at Constanza in the pre- sence of the King and Queen of Roumania, and the Ministers and representatives of all the Powers, and the vessel will leave imme- diately afterwards for Alexandria. The repre- sentatives of the Powers, of the steam naviga- tion companies, and of the Press will be invited for this first voyage. The boat will leave Constanza on the night of the 5th prox. and is due to arrive at Alexandria on the 9th, after making calls of five and six hours, respectively, at Constantinople and Smyrna. The regular service will be carried on by the Imperatul Trajan, the return journey between Constantinople and Alexandria occupying 62 hours.
A goods' train, consisting of ten waggons loaded with Servian cattle, passed through Sophia station on Tuesday evening bound for Varna. This is the first exportation of Servian beasts, which are on their way to Alexandria, via Varna, It is well-known that delegates of that country are seriously studying the possibility of a regular export trade with Egypt.
The Ottoman Government has been advised that Mgr. Photios, Patriarch of the Greek Church in Egypt, will arrive shortly at Con- stantinople, and that on the completion of his stay there he will proceed to Sparta.

The Khediyve spent. the Inst-two days of his visit to Vienna at t Soheabrunn. On the ocassion of the anniversary of the assassination of Empress on the 10th inst., his Highness attended the official memorial service at the Chateau.
In a long letter, to the "Tribune "on the Denishwai affair, from Moustafa Kamel Pasha, dated Paris Sept 5th, the following passages occur -
"On m wy return to town, I read your recent articles on Egypt, and think it my duty, to say a few words about the English policy in Egypt, and towards the Mussulmans.
"Those persons who imagine that we wish to give Egypt to Turkey, and destroy with our own hands the right, which, Turkey bas recog- nized and Korope has guaranteed, are either ignorant or they intentionally falsify facts. I have said, fully a thousand times or more, that what we want is 'Egypt for the Egyptians, that we are quite capable of self-government and thet it is a wanton insult to us to imagine for a moment that we wish to exchange one yoke for another.
"I have already replied to 'Le Temps,' and I defy anyone to prove that I have every writter or uttered a single word, either in Arabic or any Eoropean language, which is contrary to the opinions I now advance.
'There is one fact which it is highly important the British public should know, and that that never—for many countries, at least-— ts the Egyptian people been so stirred by grief, and Indignation as it has been by the Denishwai affair.
"In former times tyrants and despots did not assemble Courts to condemn their victims, and however insupportable their injustice was, it was less revolting and less hypocritical. In former times the bata of the martyrs who suffered was directed against one man—now it is levelled at a régime and a Government: In former times tyrants did not proclaim their fidelity to the principles of liberty, justice, and humanity—they knew they ware tyrants, and they acted as such, Public opinion did not frighten them from their purpose, for public opinion did not exist.
"Justice is the greatest and most indispen- sable possession of a nation, and all the money in the world cannot atone for the lack of jus- tice. 'Less gold and more justice' is the ory of every nation which really desires to be happy. The secret of the greatness of the Arabs, which has enabled them to establieh their role in every land they have entered, is justice. In our land school-children, as well as adults know the story of the Khalif Omar, who, when an Egyptian complained to him that he had been struck by the son of Amron, the all-power- ful Governor of Egypt, ordered the man to pay back the blow, and strike bis aggressor in the presence of his father, whom be reproved, saying 'You have treated men as slaves, though their mothers bore them free.'
"It is only by anch justice, which makes no distinction between the conquerors and the unconquered, that a truly humane Government established.
"All those who have any influence whatever on the Mossulman element in Egypt employ that influence in furthering the progress of liberal and humane principles. They are, stri- ving to arouse the best traditions of former days, and reconcile them with whatever is best in modern civilization. They wish to reform the University of El Azhar, and open its doors wide to modern science.
"An aim at great deserves the assistance of all civilized men, For, to aid the Mussulman element in its renaissance is to aid a noble portion of the human race.

Le Gouvernement du Soudan va prochaine ment disposer, par voie d'-djudication d'eu viron 400 parcelles de terrains a batir à Port- Soudan.
Les dites parcelles seront données à bail emphytéotique, pour une dorés de 80 années au partir du ler Jauvier 1907, moyennant loyes annuel, a charge pour le locataire de batir. La loyer ne sera payable qu'à partir de la date de l'acceptation de l'oftre.
Les baux seront renouvelables a perpétuités, moyennant un loyer variable filé a la fin di chique terme, soit d'accord, soit par arbitrage.
Eu fixant le nouveau loyer, la valeur des batirments élevés par le locataire ne sera pau considérée comme un motif d'angmentation de loyer.
EXEMPLE: Si une parcelle de terrain est louée pour une dorée de 80 années a partir du 1er Janvier 1907. Dans ce cas, a l'expiration des es délai, le locataire aura un droit (A condition d'observar les conditions du bail) d'obtenir no nouyean bail pour one nouvelle période de 80 années, moyennant un loyal modifié, et ainsi de saits a perpétuité.

Disposal of Building Sites at Port Sudan The Sudan Government will shortly dispose by Tender of about 400 Building Sites at Port Sudan.
The sites will be Leasehold held at Annual Rents on Building Lease for Eighty Years from 1st January, 1907. Rents will be payable only from date of acceptance of Tender.
The Lease will be Perpetually Renewable at Revised Rents fixed in default of Agreement by Arbitration at the end of each term of years.
In fixing the revised rents the value of Buildings erected by Leases will Not be regarded as a ground for Increase of Rent.
Example: If a plot leased for a term of 80 years from 1st January 1907 then on the expiration of that term the Lease will have a right (subject to observance of his convenant etc.) to obtain a fresh lease for a further period of 80 years at a revised rent, and so on in perpetuity. The revised rent will be calculated on the value the site would bear if it were vacant building lands.
Officers are invited of Premium for the Purchase of the above mentioned leasehold sites.
All offers must be made by Tender, on the forms issued by the Sudan Government, and must be received at Khartoum not later than 1st January 1907.
Particulars of the sites offered, Plan of the Town, Conditions of Tender and Sale, Form of Tender, specimen Form of Lease, etc., will on and after October 1st 1906 be open to inspection at the following places during the usual business hours.

A tremendons etplosion occurred in a fort nesr Besancon, It is believed to be owing to a powder magazine having been struck by lightning. Nine soldiers and civilians were killed. The roads near the fort have been Geatroyed and the windows in the neighbouring villages smached. (Reuter )

It was announced in Saint Petersbarg on September 2nd that the Emperor had placed General Trepeff on the retired list. Among other posts which he had to vacate was that of the Governor of the Palace at Peterhof. This step,which was the most significant taken by the Emperor throughout the present crisis, was decided on the previous day, when his Majesty, in expressing sympathy with General Trepoff over his continued ill-health, told him to cease all work, and take a long rest, thanking him for his fidelity.
The illness of General Trepoff was quite genuine, and was announced to be of the nature of angina pectoris.
The Emperor is known to have been greatly disturbed recently by the state of insecurity near Peterhof, and especially by the assassina- tion of General Minn, and it was thought that General Trepofi's dismissal was due to this cause.
Gangs of roughs are terrorising the inhabi- tants here, assaniting and robbing students and Jews in the streets, in the presence of the police. ( Reuter )

The announcement that the Government will ask, in November, for a further £5,000,000 in order to cover the expenses of the operations in Damaraland and East Africa has aggravated the dissatisfaction which is expressed witb regard to colonial affairs. It is doubtful whether the Reichstag will sanction the heavy expen- ditare. (Reuter)
There took place recently around the Holy Places in Jerasalem a remarkable diplomatic stroggle, which went on without intermission for 22 hours. Feuds between Greek and Latin were at the root of the question. Some months ago the Russians at the Holy Places had made a violent onslaoght sgainst the Franciscan monks there, and having completed their preparations, threatened another attack if their pretentions were not recognised. Of thie plot the intended victims had heard some rumoor, and took action, which set all the Consalar representatives of all the Powers so actively to work that the 'Turkish Governor of Jerusalem was literally compelled to gives decisive judgment between the Latins and the Greeks. He decided for the Latins.
The soaring eagle undoubtedly enhances the majesty of mountain scenery, but an incident that took place last week at Masse, in the Varallo district of Italy, brings out vividly anotber aspect of the question. Two children, one of them named Goglielmica Umberto, aged three years, and another little girl, rather younger, were playing together in the open, not far from their parents' cottages, when Goglielmioa was missed, and active search in every direction failed to reveal any trace of her.
For two days search was continued, and the fear that had haunted the poor child's friends trom the beginning became a dead certainty. The circumstances of the place quite excluded any of the ordinary dangers to which young children are exposed,and no doobt is entertained that the ill-fated girl has been carried off by an eagle. It adds to the poignancy of the tragic incident that her companion 18 only jost beginning to speak, and, though evidently frightened when found, can, of course, give no explanation of the cause of her terror.

The success of "Oriental Drainage," which has for some time been accepted as a text book in the Training Colleges in India, has indeed the author to re-write it ander the title of "Drainage Problems of the Kast," embodying the result of riper experience and continued research. Mr. James's reputation is well-known in Egypt, and be is shortly entering the service of the Egyptian Government.
Sanitation in Eastern lands is conspicuous by its absence, and it is only of very late years, and even then but slowly, that any real effort has been made to introduce modern sanitary of ideas and to provide those up-to-date systems of sewerage and drainage which are amongst the first duties of every Municipal body.
It will be admitted that in this respect Bombay may be regarded as the foremost city of an Eastern Empire, and, with its huge area and mixed races, it is second to none in the scope it presents for adapting Western con- servatiam and prejudice. The author, who for the last 15 years has superintended the sanitation of Bombay, is therefore in a position to lay down the requirements of such a system and to give very mature advice as to how it should be carried out.
The first volnme, which contains the letter- press, is divided into two parts. The first part contains a comparison of various systems of drainage snd sewerage suitable for large Esatern towns with details of materials, public conveniences, house connections, sewage dis- posal, surface and subsoil drainage, and the generation of gas from liquefying tanks and its utilization for lighting, power, etc. The second part describes the drainage systems employed in various large cities of the East, while.the second volome contains plans illus- trating the letterpress.
It is not proposed to review the major portion at length ; the treatment is clear and concise and essentially of a practical nature proved by use in % populous and congested city. The chapters on sewage disposal, filtra- tion, and tank gas call, however, for more extended notice, for they embody experiments which have been carried to at any rate as complete a success as has been done, it is believed, in Europe.
In the suburbs of Bombay, at Matunga, is situated the Ackworth Leper Asylam, maia- tained chiefly by Municipal funds, but of late years very largely self-supporting. Some years ago Mr. James was appointed Secretary to the Committee of Management; and it is there that he has experimented with the sewage of 400 people with such success that the system is now being extended to deal with the sewage of come 10,000 inhabitants of the richest and most fashionable quarter of Bombay.
The Asylum was not connected with the main drainage scheme of Bombay and the question cf the sewage disposal of the lepers presented some difficulty, A sewage farm was inaugurated and at first the sewage was de- posited ia a crade form. This was found not to work, the ground got "sick", the crops failed, and a nuisance was created; it was evident that the sewage mast be broken down in some way before being used on the ground. Various experiments were carried out. A Stod- dart's filter with orade sewege has been very successful on a small scale, but the greater part of the sewage is treatei in what is generally known as a "septic tank." It may be. mentioned incidentally that the author does not accept this nomenclatare, bat for logical reasons prefers to call it a "liquefying tank." In England this system has not up to the present been everywhere attended with al- togethor conspicuous success, and a number of experiments were necessary at Matunga before an efficient sufficiently good to use for irrigating the fields was foand. The equable tempera- tare of Bombay - was, however, in its favor; and eventually a very satisfactory result was obtained with an eight hours flow through the tank and a dilation of about 5 gallons of water per head, the effluent being slightly tarbid with an analyaia showing a purification of 81 /, or aboat 50 % better than the ordinary purifi- cation obtainable in England. The effluent is olonrless, and indeed the absence of any objectionable smell in the whole installation is most noticeable.
The author gives a plan of the liquefying tank and details as to its construction, rate of flow, proportion, etc. An important point to note is the very long period that the tank can go withoat being cleaned out ; only three times in eleven years has it bean cleaned, and the solid matter removed was almost entirely mineral in its eharacter with a very satis- factory analysis,
Many very usefal hints are given, too, as to the management of the tank, the result of very careful observation. An appendix con- tains a most interesting report of similar ex- periments carried out at Lawrence, Mass., U.S. A.
After passing through the liquefying tank the efiloent is submitted to aerobic treatment in filters. Of theee a nomber have been ex- perimented with. The contact beds give very good results, and so does a Stoddart's filter unenclosed by walla, with a rotating distri- bator; but the Stoddart's distributors were not a success. Tipping troughs, Adams' patent rotating distributor, and the "Fiddian" distri- bator are all good.
The efilaent, after passing through the con- tact beds or through an open filter of clinker with rotating distributors, is perfectly clear and aparkling, with a wonderfully good analysie, It may be noticed that the same may be said ef an installation at the Parsi eanatoriam on Malabar Hill, where the sewage of 290 to 400 people, after treatment in a "macerating
tank," ia filtered in Stoddart's walled filters, the distribution being by tipping troughs. Contact beds appear to be the best filters for large installations ; but a Stoddart's open filter of olinkar with rotating distributors appears to be the best for small or private iastallations, or when space is not available.
The most interesting part of the book ia that treating of "tank gas." As the sewage passes through the I'quefying tank and decomposes through the action of the unaerobic bacteria, a considerable amount of gas is given off, which can be seen bafiling up throngh the socom. An analyeis gives about 50 °% nitrogen, 457% of hydrogen and marsh gas, and 5% of carbonic acid gas, the exact proportion varying according to the conditions of the sewage.
Mr. James, instigated by the experiments made at Exeter, has utilizsd this gas, and his experiments gre rather more successful than in Bogland. By covering over some of the parti- tions of the liquefying tank and drawing off the gas into gasometers (after removing CO: by passing it through lime ina purifier) he has been able to ran asmall gas-engine, which drives 8 pump raising water from a sump at the liquefying tank up to the level of the contact beds and filters. He also lights the whole of the Asylum compoand, aging in- cafdescent mantles, while a large amount of the cooking for the inmates is now done with the gas produced. A' fall report is given of this very interesting prodact of sewage de- composition and of the manner in which it affeots the purification ot the sewage in the liquefying tank. The large proportion of nitrogen is somewhat against its use; bat experiments are now being carried out, which, it is hoped, will very considerably diminish the percentage present.
In a mill installation at Bombay, where some 6,000 hands are employed ahd where water is expensive, the gas generated is ased for working an engine, which, after pomping the water to filter level, again raises the filtrate to the flashing tank 90 that the same water does duty again and again.
To thoss who have followed modernimprove- ments in sewage dispossl, the book must be fall of interest. To those who know bot little about such things it will seem extraordinary that such simple methods should not have been employed before in Indian cantonments, thereby: not only lessening the danger of epidemics and increasing the general health of the troops, bat condacing to a very material saving of expenditure. The prime cost of installation must of couras vary with localities ; bat the plant, given a reasonable scope of groand, is of the most inexpensive description, the cost of water for flashing is reduced toa minimum by utilizing the gas, and the working expenses for the manufacture of gas do not exceed the cost of lott. of lime to each 3,0000. ft. of gas, plas the wages of a couple of men to regulate the gasometer.
The investigations already carried out are enough to show that the right lines have been followed, and that Mr. James's system is practicable and economical. The extension o the syatem to Malabar Hill, Bombay, by which the sewage of 10,000 people is to be treated, the works for which are now well in hand, gives a proof that aufficient advance has been | made to justify an extended use.

Starry Coart, near Canterbury, which has just been purchased by Viscount Milner, is of mach historic and antiqcarian interest. The property was formerly an Augustinian monastery, and was given by Ethelbert to the monks of Canterbury.
In 1538 the house was dissolved, but the property was, according to one authority, given to tha Abbot of St. Angustine's, Can- terbury for life. The abbot died in the following year, and in 1581 Queen Elizabeth, it is said, gave the manor to Thomas Smythe, "The Customer," a well-known City merchant, who was the grand-father of the first Viscount Strangford. Another record, however, states that Smy'he paorchased the property.
In 1583 be completed the existing building, and his monogram, with that of Alice, his wife, (daughter of Sir Andrew Jadde), will be scen on a tablet over what was' origi- nally the south porch and main. entrance, formerly surmounted by a tower.
At the time of the death of the last Vis- count Strangford in-1869 the property was in possession of the Greville family, from whom it was purchased by the late owner (Mr. Harry Scott). who restored the honee and added modern conveniences. In the course of the alterations many featores of interest to an- tiqaaries were discovered, and several excel- lent specimens of Barly Tudor windows and arches were exposed.
Starry Coort is s fine mansion, standing in a park of about 160 acres, with astone bridge across the Stour, built by the last abbot ofthe monastery.
Army manceuvres in weather like that of the past few weeks are peculiarly liable to breed epidemics among the masses of men herded together. A battalion of French chss-eurs mobilised at Saint Maur has been for three weeks ravaged by typhoid fever, lo ing many valuable lives, and keing practically rendered or fit for service.'The extent to which the battal- ion has avffered is said to amount to decima- tion, and despite everything that the army medical service can devise, the source of the ont- break is neither established nor does it seem any nearer to suppression.
UNSAVOURY POSSIBILITIES OF CANNED GOODS.
So far as the soldier's foou in peace-time is concerned, writes 'Ex-Non.-Com." in the "United Service Magazine" it only remains to be said that in spite of all that has been done the amount paid for messing still does: not allow of an "extra" —other than occasional "dripping" or jam—being provided for tea,.or anything at all for supper." As a consequence, a healthy soldier is required to go trom 4.30 p.m. (when his meal consists of what bread he has remaining from breakfast snd dinner, washed down with tea) to 8 a.m. the following morning without food other than what he privately buys. There is also the disability, chiefly felt in sergeant's messes, of being restricted to the purchase of canteen goods, which do not always conform to the requisite standard of freshness anc variety. The many serious cases of ptomaine poisoning that occurred doring the manwavres of 1903 may be cited in support of this, to say nothing of the ondesirability of acoustoming the soldier to the use of canteens whilst undergoing actual active service training.
The Chicago scandals called public attention toa matter already amply appreciated by the soldier. But there are three other points, be- sides the unsavoury possibilities of canned goods, which need reform, so far as the soldier on active service is concerned. 'They are: the average tinned meats, even when sound, are too tough and far too salty for troops des- perately hard put to it to satisfy abnormal thirats; the difficalty in opening the tins causes some needlessly protracted hunger, ptomaine poisoning at times, and blunted bayonets always ; and the necessity on forced marches of making the troops carry their own preserved rations is a hard and dangerous one, when each tin of meat weighs as much as six or seven pounds, resulting in a general casting of the unaconstomed weight. As regards the fact that Australian matton is tinned in a thoroughly palatable fashion, always enjoyed by the troops, proves that the above-mentioned drawbacks are not inevitable; some more reliable opever than the key method needs to be devised or the active. service kitchen include a good tin-opener; and meat should in all cases be packed in small convenient tins, as already successfully tried.
Perhaps of more importance is the question of the supply of vegetables on active servios. The compressed vegetables are packed in an- wieldy tins, and are not half so satisfying as the tins of preserved meat and vegetal which were tried among certain regiments in South Africa and enthusiastically welcomed.
A German newspaper has got a curious stery from Constantinople which is probably a "kite" sent ap by some interested parties to ascertain how the political wind blows. The story goes that a scheme will be put forward for constituting Macedonia and Old Serbia an aatonomous State, with Prince Mirko of Montenegro as the Governor-General. This project is said to be supported by England, France, and Italy, and to be opposed by Russia and Austria. Certainly, putting Turkey aside, for her refusal to consent is part of het exist- ence as a Karopean Power, the most strenuous opposition would be offered by Austria to any sach a project, for its acceptance would mean the utter extinction of her ambitions in the Balkans.
