Next to the worry of having to live probably comes that of having to work,
and though we all like to live well we do not all care to work hard.
Business men and places often claim for themselves a superiority in this
respect which they do not deserve; there are many places in the world where
the life and work of the Government official are far harder than those
endured by members of the mer- cantile community, and for all we know to the
contrary some of these places may be in Egypt, But on the particular
question before
A fact that may require recognition is that salaries are or are supposed to be-based upon the existing short hours in most Govern- ment departments, but we are not prepared to take for granted that this is to be ignored. From what we have learnt by such enqui- ries as we could make we are, on the contrary, inclined to believe that the better quality as well as the larger quantity of work from the individual is aimed at by the gentleman who is making these disturbing proposals to Government, and if the present increased cost of living can be met by a cor- responding increase of work, responsibility, and pay it seems to us the basis of a fair bargain. In definitely concluding it we can well under- stand there is some difficulty: there is sufficient ground for believing that some who can fall back on pensions would not sacrifice their afternoon ease or engagements, and in their case it may be sufficient ground for doubting whether an increased quantity of work is of any increased value. On the whole, however, we commend the idea, not only to the author- ities, but to all concerned who mean business, and we regard the present time as highly opportune, for the enhanced cost of the ne- cessaries of life compels a consideration of salaries,
JAPANESE- ARMY REINFORCED.
An official report says that a Japanese detachment surrounded and dispersed the Russian cavalry, with whom there were many Chinese, west of Niuchwang, on the 14th inst.c The Russian casualties were over 300. (R.)
Marshal Oyama's army has been reinforced by 40,000 men.

It is announced that China is issuing a general denial of the Russian charges, mentioned on the 13th inst. Officials here consider that, owing to the danger of an anti-foreign outbreak mi Chia, joint action by the Powers is necessary with a view to preserving China's neutrality. Mr. Hay will circularise the Powers to this effect in circumstances compel him to do so. (Reuter.)
Russia has thanked Mr. Hay for calling China's attention to the violations of her neutrality. M., Cassim, the Russian Ambassador here, declares that Russia has positive proof of the violations, and, unless Cuina mends her ways, the former will be forced to look after her own interests. (Lieuter.)
The Times" leams from Fort Arthur that an inspection of the warships has shown that the "Feresviet," "Poltava," "Pallada," and "Bayan" may be saved with great expense and difficulty. The "Retvisan" is hopeless, and the "Pobieda" doubtful. The "Sevastopol is sunk in 150 feet of water. (Reuter.)
General Stoessel has embarked on the Messageries Maritimes S.S. "Australien." (H.)
The Japanese have captured the British S:S. "Bawtry" carrying contraband from Kiaochau to Vladivostok. (Reuter.)
The French correspondents in St. Petersburg state that the, Baltic Fleet has sailed from Madagascar.

The German S.S. "Bengalia" with a cargo of coal for the Baltic Fleet struck a rock off Madagascar and sank. (Reuter.)
A sudden German demand raised the prices of coal, especially "bunkers," yesterday. In some cases the increase was 2s. per ton. (R.)
The great strike here of ironworkers and; kindred trades is assuming a menacing aspect. 1 50,000 men are already out. All work has ceased in the Government dockyards on the Neva. The whole movement is directed by a capable organisation.

M. Combes formally tendered his resignation this afternoon. In a letter to the President he declares that the coalition of impatient ambitions and the Clerical and Nationalist hatreus have worn down the Government majority. The future Government must, however, con- tinue his policy.

A Manchester scheme for the promotion of a company to buy cotton on a large scale for importation to Manchester is taking definite shape. The proposal has the active support of Mr. J. K. By thell, chairman of the Ship Canal Company. It is proposed that cotton shall be brought up the canal and stored at docks. When the first season's transactions are completed the shareholders will be asked to decide whether the company shall continue the trade or be wound up.

Hassan Fehmy, a young railway employé at Pont Limoun station, was overtaken by a train from Matarieh on Tuesday night and killed on the spot. His body was horribly mangled.
Mr. W. E. Gaze is organising a party to visit Palestine and Egypt during March, and will himself act as guide throughout the tour. The party leaves London on February 28.
The total receipts of the recent bazaar, held at Mansourah or behalf of the local S.P.C.A., attained L.E. 450. This splendid total is in great measure due to the energetic and public-spirited Moudir.
A court-martial will sit at Abdeen barracks, Cairo, at 9 a.m. on Saturday next to try the two Bishareen, Mohamed Hussein Fadl and Ahmed Hussein Fadl, who were recently sent up to Cairo on a charge of slave-dealing.

A petition has been addressed by a number of merchants and inhabitants of Atar el-Nebi and Old Cairo praying for the extension, for a distance of two kilometres, of the tramway line from Old Cairo, Atar el-Nebi, as far as Sahel el-Ebii.
On the 13th and 14th inst 35 vessels passed through the Canal, 27 of which were British, 3 German, 1 Austrian, 2 French, 2 Norwegian, the receipts being frs. 879,577.52. The total amount of dues from 1st to 14th inst. was trs. 5,352,186.25..
A great mass meeting of Alexandriaus, summoned for the 29th inst. by the committee of the Tenants' Commission, will be held at the Alhambra Theatre, and public discussion will be invited on the subject of the never-ending rise in house-rents at Alexandria.
The Committee of the London Stock Exchange has ordered the undermentioned securities to be quoted in the Official List: Agricultural Bank of Egypt, further issue of £625,000 3 per Cent. Bonds, 1924-1949, Nos. 29,301 to 32,425 of £100 each, and 35,551 to 51,175 of £20 each.

Mr. Scott-Leslie, though a host in himself, will be assisted by Mr. David W. Norton, a pianist of considerable ability, from the Queen's and St James's Hall, Loudon, as well as by several local dilettanti,
Yesterday, two companies of the 16th Batta lion Egyptian Army, with the Infantry Band, paraded at El Gamalieh at 3.30 p.m. and escorted the Mahmal as far as the Mastabat el Mahmal, in Mohamed Aly-square.
All Arab Cairo was in the streets at an early hour this morning to witness the departure of the Holy Carpet, and great numbers of visitors and residents lined the route followed, and occupied every point of vantage that commanded a good view of the people and the procession.
H.H. the Khedive came up from Koubbeh to Pount Limoun station at 9 a.m. and at about 10 a.m. the booming of guns announced his arrival at Mohamed Aly-square to preside over the ceremony. His Highness drove up in a State coach preceded and followed by a Cavalry escort.
The whole of the Egyptian force in garrison had paraded in honor of the occasion, the Infantry in line without intervals between companies, the Artillery in line at half-intervals on the right flank of the Infantry, the Cavalry and Maxim section in line on the right flank facing inwards, and the 16th Battalion in line on the left flank facing inwards. The troops, who were in review order, presented a very smart appearance.
Many of the principal residents of Cairo, as well as the Ministers, were present at the ceremony, which was watched with the greatest interest. The Khedive handed the insignia of the Mahmal, with the ceremonial usual on such occasions, to the Emir el Hag.
Afterwards the Sacred Carpet and its escort wended their way towards Abbassieh, where they will remain until their departure for Suez, there to embark on a Khedivial steamer for Jeddah.
The Khedive received Prince Gustavus Adolphus at Abdeen Palace to-day.
His Highness returned to Koubbeh yesterday evening from a visit to his estates on the Ismailia Canal.
A very successful ball was given at the British Agency, Cairo, last night. Dancing was prolonged till a late hour, the music being provided by the ladies' orchestra. The floor was in excellent condition and the whole function was most enjoyable. Lady Cromer received her guests with her well-known graciousness, and danced with Prince Gustavus Adolphus of Sweden and Norway, who was among the numerous guests present.
It would be futile to attempt to give a list of even the most prominent people who thronged the saloons of the Agency: it would be easier to mention those who were not there. The Diplomatic and Consular Corps were there is full force, as was everybody who is anybody in the Capital.
In view of the institution of examinations. for judges and officials of the Ministry of Justice, a Commission has been appointed for these examinations. It consists of Ismail Pasha Sabry, Under-Secretary of State at the Ministry of Justice (chairman), Judge Willmore, of the Native Appeal Court, Judge. Hussein Bey Ruchdy, of the Mixed Court of First Instance (members), and Mr. R. G. Brunton, Sub-Director at the Ministry o Justice (secretary). This Commission will hold two sittings per annum, in April and November, and candidates for the examinations must send in their applications to the Ministry a fortnight before April 1 and November 1.
The following increases in pay have been sanctioned by the Prisons Department: Mohamed Bey Rifaat to L.E. 800; Mr. R. Carton de Wiart to L.E. 700; Mr. W. J. Delanoy to L.E. 600; Mr. P. Ruffee to L.E. 390.
We hear that a "Young Turk," Ahmed Bey Sakib, editor of the Turkish bi-weekly paper "Chourai Umet," which is printed in Cairo, has been arrested by order of the Native Parquet for libellous articles against the Sultan.
The arrest was effected at the Splendid Bar, Cairo, and caused some little sensation.
Judgment was delivered yesterday by the Alexandria Native Summary Court in the libel action brought by the well-known native milliners, Messrs. Yousef and Ahmed Bey el-Gammal, against the editor of El Tamcil. The defendant stated in his newspaper that large numbers of native ladies and girls used to resort to the shop as a rendez-vous, and that the proprietors used to invite young men to their establishment in Midan-street with a view to meeting fair female customers. The newspaper concluded its scandalous imputations by saying it would publish more revelations the next week. The article was published a fortnight ago and Messrs. Gammal at once commenced proceedings.
The Court pronounced judgment yesterday and sentenced each of the proprietors of the paper to one month's imprisonment, with hard labour, the payment of P.T, 50 costs, and L.E. 100 damages.
The marriage of Mary Evelyn, daughter of Mr. John T. Burton, of Bulkeley, to Mr. Arthur H. Payton, of Solihall, Warwickshire, was celebrated at All Saints' Church, Bulkeley, yesterday, the officiating clergyman being the Rev. Canon Ward, M.A. The bride, who looked charming, was dressed in white crêpe de Chine trimmed with frills of accordion-pleated chiffon and Bruges laces. Her train was composed of white brocade satin edged with puffs of white chiffon tied with white satin baby ribbon. She carried a shower bouquet, and was given away by her uncle, Mr. A. Sepsi. Her two little cousins, the Misses Sepsi, acted as bridesmaids and were dressed in white crêpe de Chine. The bridegroom was supported by Mr. Denys Birch as best man. Mr. Heaton presided at the organ.
After the ceremony & reception was held at the residence of the bride's father, and afterwards the happy couple left on their honeymoon. The bride's going-away dress was of navy-blue voile, trimmed with velvet and Cluny lace, and she wore a red beaver hat.

From the weekly report it appears that 24 deaths from bovine typhus took place during the week ending the 16th inst. During the corresponding week last year there were 5,031 deaths.
1,624 animals have been successfully inoculated in the first fortnight of the present month.
Up to January 14 the total of deaths amounted to 146,782, distributed as follows: Gouvernorats, 872; Upper Egypt, 92,176; Lower Egypt, 53,734.
Sir William Willcocks is expected back in Cairo about the end of January from Bombay. As he is resigning his position of managing director of the Daira Sanieh on the 15th March, Harari Pasha will replace him on that date, and not the 1st May, as originally intended. Harari Pasha will receive as salary £3,000 a year, with a ten years' contract. His pay at the Ministry of Finance is, we believe, L.E. 1,400 per annum.
The Khedivial Agricultural Society has appointed Mohd. Eff. Hosny as secretary for Gharbieh, Menoufieh, and Behera provinces. He has taken up his residence in Tantah and occupies a special room in the Moudirieh. He is making tours in all the Markazes of Gharbieh, and wherever he goes he finds hundreds of notables and farmers ready to listen to his interesting speeches on matters agricultural. The society is much appreciated by the fellah, who has begun to understand the benefits he derives from the institution.
The secretary will, after making his first tour of all the Gharbieh Markazes, proceed to Menoufieh, where I expect he will receive the same attention and assistance that the Moudir of Gharbieh has given him.
H.M.'s hired transport "Dilwara" (Captain A. W. Mann) arrived at Suez on Tuesday evening at 8.30 from Hongkong, with various drafts, numbering 900 officers and men, bound to Southampton.
The "Dilwara," owing to her having not completed 5 days' journey from Aden, entered the Canal at 1.30 this morning in quarantine. On arrival at Port Said, where 200 officers and men will embark, she will receive free pratique.
Sir H. Pinching, Director-General of the Sanitary Department, was here yesterday and visited the town in company with the Government sanitary doctor. I am glad to hear that he has given orders regarding the cleansing of a number of streets where dirt and refuse have been allowed to accumulate in heaps and the smell is far from pleasant. It is to be hoped that the orders will be carried out expeditiously, and that this is the earnest of better things in future.
The Empress Eugenie, travelling incognita as the Comtesse de Pierrefonds, arrives in Cairo in about a fortnight's time, and will stay at the Savoy Hotel.

Mrs. McCalmont, accompanied by her brother, Captain Max De Bathe, and other friends, left London on Monday week for Marseilles and thence to Port Said. They only stop in Cairo for about three days and then go straight up to Khartoum. Mrs. McCalmont has hired a dahabieh for the season. Captain De Bathe and the men of the party are in hopes of getting some lion shooting round about Khartoum. The whole party does not return before April or May.
The Grand Mufti, Sheikh Mohamed Adbou, has left Assouan for Khartoum, where he will stay for three weeks."
Mr. McMillan, the American explorer, is expected to arrive in Cairo at the beginning of next week, on his return from Mombasa.
Lady Blomfield gave a largely attended "At Home" yesterday afternoon at her residence in Abbassides-street, Alexandria. A long and varied musical programme delighted the guests and the array of talent was superb. Mme. Briend and Dr. Keller sang some charming songs, while Mrs. Haddad on the pianoforte and Miss Gibson on the violin displayed their well-known skill. The humorous sketches of Mr. Scott-Leslie were great ly relished by all present. Lady Blomfield's next "At Home" is fixed for Monday, 30th inst.

Schalch Bey has been promoted to the rank of miralai at a salary of LE. 50 per month.
The S.S. "Asiatic Prince" left Manchester on Sunday last, with passengers and general cargo, for Malta and Alexandria.
The S.S. "Trojan Prince" arrived in Manchester from Alexandria on Tuesday last. The Messageries Maritimes S.S. "Niger" arrived at Marseilles from Alexandria yesterday afternoon.
In accordance with an order of the Court, a sale by auction will be held at the Argo Mamuria Office, in the Province of Dongola, on the 20th day of February 1905 of a piece of land situated at Abu-Zammar, in the Mamuria of Argo, containing about 200 (two hundred) feddans bounded on the North, South and East by Government land, on the West by the river Nile, which was purchased by Sheikh Mohamed Abu Yusef from the Government under contract dated March 1902, and also of the pumping engine, plant and engine-house standing on the said piece of land.
