Threatened men live long, they say, and Port Arthur, which was to fall months ago, still gallantly holds out, though signs are not wanting that the end is not far off. General Stoessel and his garrison can at least congratu| late themselves that they have made a gallant defence and done their couutry an invaluable service. The one bright spot in the war so far as Russia is concerned hitherto has been the defence of Port Arthur. Reuter's telegrams during the past two or three days describing the fierce fighting for the forts to the east of Port Arthur form one of the most terrible bits of reading that the war has provid. ed. The scene of the conflict after it was over must have been even more trightful than the scene about 203-Mètre Hill. We learn to-day that 26 Japanese officers were killed and 44 wounded during the attacks. The net result has been the advance of the Japanese and the capture of the north fort east of Kik-wan, along with five Russian field guns and two Maxims. The Russian fleet at Port Arthur has been reduced to six destroyers. The question now occurs, Will the Japs resume the struggle here, and make one last supreme effort to take Port Arthur by storm? Or will they be content, as seems to be thought likely in Tokio now, with battering the remnants of the Russian fleet to uselessness from the west, and leave the place to be starved out, as, according to | all appearances, it may be even before the Baltic Fleet could arrive? The Japanese keep their own counsel, and we need not attach much importance to predictions and hints. Just before the 203-Mètre Hill attack, the prophecy that steady besieging would replace the policy of assault had been more pronounced than ever.
Our Port Said Correspondent to-day states that it is reported there that the ships of the second Baltic Fleet are now concentrated at Ceuta Bay, but there is no indication of their proceeding further at present. The rumour that the Baltic Fleet is to return to Russia after sufficient interval would seem to have every appearance of plausibility. To recall the tleet will no doubt require some moral courge to send it on would require no courage at all (at St. Petersburg), but merely a desperation and an obstiuate refusal to face the facts, bordering on insanity. Indeed, some recent acts on the partof the Russian Admiralty have disposedone to wonder whether the hereditary madness of the Romanoff's is not finding a disastrous outlet in the international activities of the Grand Dukes. There may be reasons of military poneys why Port Arthur should not capitulate : there can be none for sending on Rojdestverskys crazy squadron like sheep to the slaughter. It is poor policy for and depleted exchequer to throw bad ships after good. If we were | a vindictive nation we could have hoped for Lo more tidedus a revenge than the fingering torture of the long voyage, with the prospect of all but mevitable douin at the end of it. The men have not even the chance of dying gloriously, as the Port Arthurgarrison 18 dying. They are dishonoured in advance. Come wuat may, history can never write down as heroes the crews who went mad with fright at the sight of a few English trawlers,

The Japanese cruiser "Tsushima " has seized the British steamer "Nigretia " off Korea. She was bound for Vladivostok. It is supposed that she was carrying a cargo of contraband, and also officers and men, belonging to Russian destroyers who escaped from Shanghai. A Japanese guardship has captured the British steamer "King Arthur” bound from Bombay. She was leaving Port Arthur with Russian officers, who were attempting to join the Baltic Fleet. (Reuter.)
President Loubet has received the British, Russian, and French North Sea Commissioners. The Commissioners were unable to meet to-day owing to the non-arrival of the American Ir Admiral Davis. Admiral Davis has arrived at Antwerp. The Commission will meet on Thursday, M. Delcassé to-day gave a luncheon to the Com-10 missioners. (Reuter.)

Lawlessness in Morocco is becoming worse. The French Minister, M. St. René Taillandier, who was starting on an important mission to u Fez, was obliged to take a circuitous route via Laraiche, owing to the fact that the tribesmen were plotting to waylay him. The Sultan has dismissed all Europeans from his service, and is reverting to the old ways in order to ingratiate himself with the people. (Reuter)

31 vessels passed through the Canal on the 17th and 18th inst., the receipts for the two days being frs. 680,596.45. The ships comprised 21 British, 5 German, 1 French, 2 Italian, 1 Norwegian, 1 Dutch. From the 1st to 18th inst, the total amount received from 249 vessels was frs. 6,294,723.62.
There will be a late tramway service to Mena House on Christmas Day, the last tram leaving Mena House at 11 p.m. for the convenience of residents wishing to dine there that night. The Christmas dinner will be served at the same price as the ordi nary Mena dinners.
The arrangements for the supply of electric light to Port Said are now complete, and on Sunday last several of the houses enjoyed the luxury of having at last a decent light at their disposal.
A native coal. heaver was run over by an empty coal truck on the Alexandria coal quays at 8.30 a.m. "to-day and killed on the spot. The truck passed over the man's chest, cutting his body in halves. We are told that his corpse lay on the ground for fully an hour before being removed.
This evening the lottery for 'Xmas prizes will be drawn at the Boulac Institute, Cairo. On the 31st inst., at 3 p.m., children's sports will be held at the institute. The rehear. sals of Gilbert and Sullivan's opera, an amateur performance of which is to be given in Cairo in January under exalted patronage, in aid of the ever-needy S. P. C. A. and various military charities, are proceeding apace. The cast is now complete and is decidedly a strong one. The principal parts are in capable hands, and under the stage management of Major Delavoye the piece, from a theatrical point of view, gives every promise of being well sustained. Mr. Franklin, the musical director, is an excellent artist, and possesses the knack of training his choruses up to a much higher standard than is usual with amateurs. He has, moreover, found good material to work pon. The men's choruses are especially efficient, and the pirates' and policeman's numbers will undoubtedly be counted among the 'hits' of the piece.
Mme. Hyzler's concert was a great success. The concert room of the club was literally full up, and many, crowded out, were obliged to listen from the buffet. The programme was very attractive and the execution of the various items was simply admirable. Mme. Hyzler obtained quite a spontaneous ovation from the audience. Two songs composed by her for the occasion were sung with much taste by Messrs. A. Orowetz and C. G. Massiah, and were both encored. Mr. A. Otto, 'cellist, and Mr. Eisler, violinist, were at their best in Saint Saën's Danse Macabre. Mr. W. Otto, flautist, also did well. The Miserere from Il Trovatore was sung by Messrs. A. Orowetz (soprano falsetto), Massiah (tenor), and the chorus of the club, under the direction of Mr. Bussa. The Quartetto from Lucia di Lammermoor, sung by the Misses Dirocca and Aitken and Messrs. Diamondi Theodor and Domerque, was encored. Mr. H. Hyzler conducted. Mme. Hyzler received many presents, amongst which were a diamond brooch, a diamond bracelet, a £10 cheque from the committee of the club, a beautiful harp of artificial flowers from the chorus, an artistic basket of flowers,
Confirming the news published by the | Gazette on the 16th inst., referring to the doubtful destination of the cargoes of coal on the British steamers "Yeddo" and "Claverley," and the possibility of these ships having been detained by order of the British Government, it is interesting to note that, after a stay here of nearly three weeks, they are now discharging their cargoes. A Mr. K. Tanaka arrived in Port Said on the 16th inst. from Tokio. Mr. Tanaka has come to Egypt as a tourist with the avowed object of "seeing the sights," but is passing a few days in Port Said "for the benefit of his health," and is now staying at the Eastern Exchange Hotel. Possibly Mr. Tanaka paid a complimentary visit to the Consul, and had a friendly discus sion of the obligations of friendly neutral - Powers in time of war. The long detention of the two coal steamers will have involved a very heavy expense. It would be interesting to know who will pay the bill. As they were chartered by German firms the loss will probably be theirs. It is reported here that all the ships of n the second Baltic Fleet are now concentrated 5 at Ceuta Bay, but there is no indication of their proceeding further at present.
A "CARGO” OF BRIDES. H.M. transport "Plassy" (Captain F. H. Seymour arrived at Port Said on Monday morning from Southampton and Queenstown, and entered the Canal at 5 p.m. for Bombay. The troops on board numbered 1,437 of all ranks, consisting of large drafts of the Royal Garrison Artillery, Royal Field Artillery, and Royal Hurse Artillery. The officer commanding is Major E. R. Stokes-Roberts. There are also thirty young women on buard, going out to be married to soldiers stationed with their regiments.
The first tourist steamer which has done the Nile trip from Alexandria to Cairo for many years past is the Anglo-American Company's Niagara, which was specially chartered last week by the wives of the late Ismail Pasha, the Princesses Eminet and Minet Hanem, to take their Highnesses direct from Alexandria to Helouan.
Yesterday morning the house of Mustapha Bey Azmey, at Shoubra, Cairo, was burned out by fire. Although the house was just approaching completion and very little woodwork had veen put in, the flames burned fiercely for over an hour, eating away the window frames and small strips of wood, and eutirely ruining the veautiful stucco lacade, the entire north-eastern corner being burned away or badly smoked.
The Savoy Hotel at Assouan has already a very large number of visitors, and the bookings ahead for this pleasant Upper Nile hotel are very numerous. At the present time there are seventy visitors at the hotel, which number is considerably in excess of the figure for the same period last year. H. R. H. Prince George William, Duke of Brunswick-Luneberg, with his suite, has arrivedle at the Savoy. Among other distinguished visitors there are the Countess von Osten-Plathe, 1 Amin Pasha Abdallah and family, Sir Stephen Mackenzie, General Tweeze, etc.

The funeral of the late Menshawi Pasha took place at Cairo to-day, the procession crossing the Kasr-el-Nil Bridge from Ghezireh at noon. The cortège formed up behind the British Agency, passed the Savoy Hotel and the National Bank, and made its way through Opera-square, past the hotels, to the station, where a special train, starting at 1.45, was in readiness to convey the mortal remains of the deceased to Tantah, where they will be interred. The funeral was a very impressive sight. It was preceded by mounted police, followed by two sections of foot police under an officer, marching slowly in single file. Then came, in single file, members of the household of the deceased, wearing their aprons and carrying silver vessels containing flowers. Afterwards there came the bier, on which were borne a tarbush and the ivory-bilted and scabbarded sword of the deceased, and below the tarbush the numerous orders bestowed on Menshawi Pasha during his lifetime. The mourners followed, among them representatives of the Diplomatic agencies, H.E. the Governor, and many others. Crowds lined the route followed, and their demeanour was in all cases respectful and reverent. Next to H.H. the Khedive, Menshawi Pasha was the principal landholder in Egypt, his estates covering more than 12,000 feddans. His fortune was estimated at £2,000,000. During the 60 years of his life Menshawi Pasha had received over 40 foreign decorations. og geo
We are informed and we give the news under all reserve--that the whole of the above la concern, as it stands, workshops, steamers and and other material, has been offered by the lo liquidators to the firm of Lubin, the French tourist agents, who have a branch in Cairo, and that the price is £30,000. As our readers will recollect, this native company, after a long but chequered career, stopped payment a short time back, and at and meeting of the creditors and sbareholders held in Cairo on the 10th October last the two liquidators appointed, Kamel Bey Teymoun and Ahmed Bey Coloussi, advised that the assets should be disposed of by public auction. The transactions of this Bank of late have been greatly on the increase. Thus, since October last, more than fifteen thousand mortgage deeds have been registered at the Mixed Court of Alexandria. To-morrow alone the notary of the court will have to draw up no less five hundred deeds! The Cairo Mixed Court has, we believe, appointed a clerk whose sole duty will be to go all over the country and draw up the thousands of mortgage deeds in the markazes. A very pleasant evening was spent at the British Recreation Club on Monday, when Mr. Scott-Leslie, entertainer and humorist, now on and visit to the Capital, assisted by Mr. D. Norton, of Queen's Hall, London, gave one of his delightful entertainments. There was a large gathering of members and ladies, and the audience was kept in the best of spirits for nearly two hours. The entertainment consisted of recitations, songs, and stories, and the efforts of the two gentlemen met with the greatest appreciation, loud applause greeting Mr. Scott-Leslie during, and at the close of the entertainment. There will be a distribution of prizes to the children of members of the B. R. C. to-morrow (Thursday) at 5 p.m. (at which Lord Cromer has kindly promised to be present) followed by a dance for the young ones. On this occasion Mr. Carton de Wiart, governor of Tourah Prison, will send the prison band to play during the evening. A big dance is arranged for Friday, 30th instant. The club is, we are glad to learn, in a very flourishing condition, there being over 300 | 2 members on the books although it has not yet been opened a year.
We would call the special attention of our readers to a notice of the Alexandria Municipality, which appears in another column of to-day's issue, respecting the measures to be taken to prevent the extension of rabies in this city. The notice details the sad circumstances by which young Camilleri came by his death only a few days ago. The evil to be dealt with is a grave one, and it behoves the public to aid the Municipality to the fullest extent in stamping it out.

"LA POUPEE.” Few comic operas have taken such a hold on the public favor as Audran's tuneful La Poupée, and the Soarez company were well advised in opening their season at the Abbas Helmy Theatre yesterday evening with this delightful piece. There was a large and fashionable audience present, including H.E. the Governor, who were delighted with the performance given. La Poupée served as a good introduction of the abilities of the company, which is rich in bright people, who are sprightly and vivacious in action and also exceptionally good singers. The chorus is well balanced and well-trained, the costumes and stage-settings are picturesque and effective ; the orchestra is well up to its work, and the entire production one that fully merited the hearty applause that was liberally bestowed upon it. Signa. Amelia Soarez, from the moment she stepped on the stage, captured the hearts of her audience and as La Poupée scored a distinct triumph. She is a sprightly and charming actress, and her winning presence an sweet and tuneful voice made her presents tion of the part sparkling and effective. She was several times encored. Signa. Soarez was ably supported by Sig. D. Acconci, who made an excellent Lancelot. Neither his acting nor his singing could have been bettered, and he made a decided hit in his laughing monologue after the wedding ceremony. As Maestro Ilario Sig. A. Danesi was inimitable, and his good wife was cleverly and amusingly impersorated by Signa. Bernini. Sig. Bernini was entertaining as the Barone della Chantarella, and the other members of the cast were well up in their respective roles.
Major-General J. R. Slade, C.B., returned to Cairo from the Sudan yesterday and resumed command of the force in Egypt. The G.O.C. will inspect the three Companies of the 2nd Battalion Royal Berkshire Regiment at Abbassieh tw-morrow. The troops will parade in marching order at 9.30 a.m. Major W. A. To many a man the most acceptable present would probably be a box of cigars or ot cigarettes. In the cigarette world Protopapas is a name to conjure with. The firm are the makers of the Gourdoulis cigarette and as such have gained fame. They are likewise, through their London agents, purveyors to H.M. King Edward. NOUVEAU PROJET DE LOI
Un nouveau projet de loi est déposé au Conseil Législatit pour y être discuté qui me. nace la Cour d'Appel dans son unité, ses con-j seillers dans leur indépendance, la défense 2 dans sa liberté, les accusés dans leurs droits ett la nation toute entière dans ce qu'elle a de plus cher, c'est-à-dire dans son honneur, sa liberté et sa vie ;-- je veux parler du projet de loi relatif aux tribunaux criminels dont le buti est de supprimer les deux degrés de juridictioni pour les remplacer par un seul tribunal qui, 1 rendant des arrêts sans appel, pourrait appliquer les peines les plus rigoureuses: la peine de mort ou les travaux forcés à perpétuité. L'idée de ce projet avait été caressée par le la Gouvernement du temps de M. Scott, l'ancien L. conseiller khédivial du Ministère de la Justice, et reprise par M. le Conseiller actuel peu del temps après så nomination ; mais dans cet | ancien projet, on n'envisageait que les affaires au grand criminel et trois tribunaux seulement devaient être institués au Caire, à Alexandrie et Assiout. Chaque tribunal était composé de cinq juges dont trois conseillers et la procédure criminelle à suivre était celle qui était indi. quée par le Code d'Instruction Criminelle.
Ce projet a cependant rencontré une op position des plus vives de la part des juristes la et particulièrement de celle des Conseillers de la Cour d'Appel. Le Gouvernement l'a alors laissé dans l'oubli pour le reprendre ensuite en l'amplifiant. Le nouveau projet embrasse in distinctement toutes les affaires criminelles et envisage l'institution d'un tribunal répressif à chaque circonscription judiciaire de première instance ; le tribunal sera composé de trois juges choisis par le Ministre de la Justice parmi les Conseillers de la Cour et l'un de ces trois conseillers pourra être remplacé par un juge de lère Instance en cas de nécessité etli même sans nécessité au seul gré du Ministre pendant les 3 premières années. Le tribunal ne sera presque pas lié par les dispositions du Code d'instruction Criminelle.
Le Gouvernement en invitant les Conseillers. de la Cour d'Appel à formuler leur avis sur le projet, promit à celui qui en accepterait les dispositions deux cents livres d'augmentation de traitement annuel outre les trois cents Livres d'indemnité de séjour et outre les frais de déplacement.
L'acceptation de quelques-uns encouragea le Gouvernement à refuser toute condition à laquelle d'autres suspendaient leur consentement dans le bnt de conserver son indépendance à la Cour et de faire admettre l'égalité entre ses 1 membres.
Nous n'aurions jamais cru que le Gouvernement, gardien de l'ordre et censeur des moeurs, fat capable d'avoir recours à de tels procécdés A pour arracher des opinions sur des projets d'utilité générale.
Si la nouvelle loi apportait de nouvelles garanties à la bonne gestion de la justice, nous aurions été les premiers à inciter à son accep-18 tation et nous aurions exprimé à ses auteurs toute notre gratitude. Mais malheureusement de toutes les lois pénales élaborées par le Gouvernement, cette loi est la plus préjudiciable à la l'intérêt supérieur des justiciables, pour les considérations suivantes.
Première considération: La première conséquence de la loi sera la suppression en fait de la Cour d'Appel , ses membres, après avoir formé un corps indépendant répartissant ses propres travaux sur l'avis de son assemblée générale ne formeront plus le que des unités éparses ne communiant que dans la seule dépeudance du Ministère de la Justice. Pour être tranchées, nos affaires criminelles et civiles seront alors confiées à des juges P que le Ministère de la Justice réunira de temps à autre au seul gré de son caprice et suivant le hasard des circunstances, après avoir au contraire été confiées à un corps respecté, libre de sa destinée et ne s'inspirant dans la répartition de ses travaux d'aucune considération étrangère à l'intérêt des justiciables.
Je sais bien qu'il faut quelque temps pour en arriver là, car les conseillers et ils sont nonbreux qui ont refusé de consentir à la sup-1. pression de leurs prérogative resteront en dehors de la nouvelle combinaison et le Minis-1 tère de la Justice ne pourra avoir à leur égard les mêmes procédés cavaliers qu'il ne manquera pas d'avoir à l'égard de leurs collègues. Mais ils ne resteront pas éternellement à leur poste la mort et la démission auront bientôt achevé. l'oeuvre du Ministère. Les juges qui les remplaceront seront bien forcés par les conditions mêmes de leur nomination de se soumettre aux dispositions de la loi nouvelle. C'est alors que tous les conseillers seront égaux dans l'as: servissement au Ministère de la Justice et c'est alors que disparaitra de nos lois cette belle institution de la Cour d'Appel.
Deuxième considération : La première conséquence en engendre une autre : la suppression de l'indépendance des juges. Le Ministère de la Justice ayant seul le droit de fixer à chaque conseiller la circonscription judiciaire pour laquelle il sera délégué, de composer le Tribunal à son gré en choisissant le président et les "présidés," écartera qui il voudra, favorisera qui il voudra au détriment de qui il voudra; il ne sera lié par aucun principe de droit ou d'équité et ne s'inspirera que des renseignements qui lui seront fournis par ges agents et particulièrement par ceux de l'administration. Si le conseiller de l'Intérieur est plus influent que son collègue de la Justice, il aura le rôle le plus prépondérant dans ces nominations et ces remaniements.
Durant ces dernières années, les agents de l'Intérieur se sont octroyés la mission de contrôler les jugements des tribunaux et d'en faire la critique dans de longs rapports en déversant tout leur fiel sur les arrêts d'acquittement de la Cour d'Appel ; quelques-uns d'entre eux sont

allés jusqu'à accuser les conseillers d'être les meilleurs amis des voleurs; et malgré le peu d'étendue de leur savoir dans les questions très complexes du droit, leur influence a été telle qu'ils sont arrivés à convaincre S. E. Lord Cromer de la justesse d'une pareille épithète, et de l'opportunité de sa publication dans son rapport annuel, malgré ce qu'elle renfermait de blessant et ce qu'elle pouvait avoir de conséquence quand au respect dû à la justice et auxjuges. Nous ne pensons pas nous tromper en avançant que c'est surtout grâce à l'intervention de ces mêmes agents que le Gouvernement s'est décidé à nous faire cadeau de ce projet, comme il nous avait doté auparavant des tribunaux de district où les officiers de police soutiennent l'accusation dans certaines infractions qualifiées délits par la loi. Or, à l'appui de nos dires, nous rapportons les preuves suivantes :
1 Au dire de ceux qui sont au courant de ce qui se passe au Ministère de la Justice, les chefs influents de ce département ne sont pas autrement enchantés du projet et montrent une certaine répugnance à ce qu'on leur en attribue la paternité.
2° La tendance générale des dispositions de la loi est de désarmer les accusés par la suppression ou du moins par l'affaiblissement de tout ce qui pourrait être considéré comme une garantie de leur droit.
Puisque telle est l'influence des agents administratifs pour bouleverser l'ordre établi et pour faire élaborer des lois intéressant exclusivement les corps de la Magistrature que penser alors de ce que sera cette même influence quand il s'agira de déléguer des conseillers aux nouveaux tribunaux ? We extract the following from the Report mon the administration of the Public Works Department for 1903, which has just been issued. The report is by Sir William Garstin, GCMG.
In consequence of the effect upon the river, below the Assouan Dam, caused by the filling and discharging of the Reservoir, the gauge at A spuan can no longer be made use of during the summer months as a standard of comparison with the river levels of previous years. In future, the gauges at Khartoum and at Wadi Halfa will be referred to in any comparative statements of the kind.
The years 1900, 1901 and 1902, were distinguished by abnormally low summer levels, followed, in each case, by a partial failure of the flood. At the commencement of last year, itt appeared probable that 1903 would have to be included in the same category as its immediate a predecessors, namely as a year of bad supply. On the 1st of January, the level at Khartoum was only 26 centimetres higher than that recorded on the same date in the years 1900 aud 1902, and was 10 centimetres lower than the reading in 1901. At Wadi Halfa the water levels were not much better. Although the gauge reading on the 1st of January, 1903, was 86 centimetres higher than that of the 1st January, 1900, it was only 4 centimetres above that for the same date in 1901, and only 12 centimetres higher than the level recorded in 1902. Consequently, the year 1903 commenced with a river level considerably below the normal. For several months the conditions continued to be unfavourable, going from bad to worse, until on the 17th of May, the Khartoum gauge recorded a reading 10 centimetres lower than the lowest level reached in the minimum year of 1900.
Fortunately, from this date matters began to improve, and a steady risu commenced. This was continued until, on the 29th of May, the level for the same date in 1899 (a year of fair saminer supply but oi pour flood) was passed. On the 18th of June, a cueck occurred in the rise, which was followed by a slight fall. On the 1st July, the true rise commenced ut Khartoum.
Tue Hogd, however, duruug the exrer stages, was extremely slow in rising; so much so that, during the first half of the month of August, everything appeared to point to a failure of the Nile flood for the fifth year in succession. By the 15th of August, a great improvement took place, and, by the end of that month, the levels at Wadi Halta were those of a fairly average year. The fall, after this date, was a gradual one and, by the end of 1903, the gauge at Halfa was nearly 40 • centimetres higher than that for the last day of the year 1902.
The year 1903 may be briefly described thus: Throughout the winter and early summer months, the levels were exceptionally bad, but a timely rise in the middle of June improved matters considerably. In the first stages of the flood, the water lyvels were much below the mean of previous years, but, towards the end of August, they rose so quickly that those of a fairly average year were attained. The flood, however, must be classed as a late one. The fall was so gradual that the year closed with a better prospect for the supply of the following summer than had been tue case for several years previous.
The maximum gauge reading at Khartoum in 1903 was reached on the 31st of July, and at Wadi Halfa on the 25th and 26th of August, when 8.20 was recorded on the gauge.

The 2nd Battalion Royal Inniskilling Fusiliers, now at Cairo, has gone into its seventeenth jor of foreign service, and may therefore look forward to being placed on the list for early return home. Since it went to India in 1888, it has participated in the Tirah expedition and the Boer war of 1901-02. The 1st Battalion of the "Buffs" arrived at Southampton yesterday from Aden and proceeded by march route to Dover, where it will be stationed along with its 2nd Battalion, Never previously in the history of this famous regiment have the two line battalions been quartered together. Under the new naval organisation the Media terranean Fleet is to consist of eight battlesbips and a proportionate number of cruisers and destroyers, and Malta will be the base as heretofore. The new Atlantic Fleet will be evolved from the present Channel Fleet and its base will be Gibraltar. It will be composed exclusively of powerful battleships, but with a division of the Cruiser Squadron attached to it when necessary. Its duty will be to patrol the Atlantio and connect with the Channel Fleet, which is to be formed by additions to the present Home Fleet. East of Suez and powerful Cruiser Squadron will be formed and its functions will be to patrol from Aden to the Far East and to protect the great commercial route to China. The new dock at Colombo will admit of our finest cruisers being refitted there, as, when finished, it will take in and first-class battleship or firstclass cruiser. In the Levant British interests will be looked after by fast cruisers, so that an end practically has come to the class of ships "too weak to fight and too slow to run," and Alexandria in future will see more of the latest in naval architecture and armament, which will be a decided advantage.
Small-pox has made its appearance in the village of Bilad el-Mal Bahari, Nag Hamadi Markaz. The Hekimbasha, accompanied by the Sub-Moudir, has left to concert measures in order to check the epidemic. Twelve cases, it is said, have already taken place in the village. Mr. Forester, Assistant Sanitary Inspector for Upper Egypt, inspected keneh hospital yesterday. He expressed his entire satisfaction with Dr. Hassanain's work at the hospital, as well as his attention to the patients' wants. The Freuch Consul is making a tour of inspection of the provincial agencies. Yesterday, on his way back from Luxor, he paid a visit to Mr. Morkos Obeid, Keneh Consular Agent. He also visited the moudirieh in company with the Moudir. Mr. Malcolm has taken up his residence at Keneh as an inspector to the Agricultural Bank of Egypt for both the Moudiriehs of Keneh and Assouan.

Sir I was a passenger going North by the 4.45 p.m. express on the 18th inst. In the same first-class compartment were two other gentlemen, one sitting on the off side facing the engine, when just five minutes from Tantah something came with a terrifio crash against the wooden frame of the window. It was smashed to atoms. Fortunately, the gentleman who was on the side next the window sustained no injury, except a shock. But had the stone, or whatever it was, not first struck the woodwork he would have been very much cut about the face, as the aim was exceedingly well directed and struck just the height of the face. The farash came rushing into the compart. ment saying that a similar thing had happened in the next carriage. I cannot speak too strongly on this matter, and it behoves the Railway authorities to leave no stone unturned to find the perpetrators and see that they are very severely dealt with. No effort should be wanting to safeguard the lives of those who are compelled to travel, and I would suggest that a very substantial reward should be offered to this end.
