                    <p>For the convenience of families and others, a large portion of each ship's
                        accommodation has been reserved for Egypt, so that Berths can be definitely
                        engaged at once, as if the voyage were commencing at Port Said. Plans can be
                        seen at the Offices of the Company's Agents.</p>
                    <p>The through Steamers for Marseilles and London are intended to leave Port
                        Said after the arrival of the 11 a.m. train from Cairo, every Tuesday for
                        the present except the MONGOLIA, which is taking passengers to the
                        Anglo-French Naval Review, and will not wait at Port-Said on 24/25 July. A
                        steam tender will meet the train to convey passengers to the ship.</p>

                    <head>THE K. A. S.</head>
                    <p>To-day's general meeting of the members of the Khedivial Agricultural Society
                        is, in our opinion, the most important that has taken place since the
                        society was founded. It will be the duty of the members convoked to consider
                        the proposed changes in the constitution of the society submitted to them
                        for approval in accordance with the statutes, and we have little doubt that
                        these revised statutes will be adopted, if not in their entirety, at all
                        events with such modifications as the Government is likely to approve. The
                        desirability of creating a Ministry of Agriculture has often been urged in
                        our columns and elsewhere, but if the plans now before the K. A. S. are
                        successfully put into operation (and we see no reason to doubt their
                        ultimate success) we shall be the first to recognise in the society a most
                        efficient and perhaps a sufficient substitute for a Ministry of Agriculture.
                        In any case, we feel bound in common fairness to put the arguments of those
                        who do not believe that the creation of a Ministry of Agriculture would be
                        justified before our readers. The first and, in our<cb n="6"/>opinion, the
                        most cogent argument adduced is this, that a Ministry of Agriculture
                        requires a staff of experts, and that without them the creation of a
                        Ministry is as useless as the formation of an Army Corps without the
                        training of a staff, or the endowment of a University without the
                        establishment of primary and secondary schools. Experts are made d not
                        born-your chemists, entomologists, botanists, in fact, all the specialists
                        who arrive in Egypt from England with a thorough knowledge of theory and
                        some experience of British practice, must renew their apprenticeship in
                        Egypt. They must learn the language, and learn it well; they must study the
                        methods of agriculture in use here, and the peculiar diseases of plants,
                        epidemics, and insect pests that afflict the Egyptian cultivator. Knowledge
                        of these matters is not lightly and quickly attained.</p>
                    <p>Then there is the question of the relations between the cultivator and the
                        hypothetical Ministry of Agriculture. Nowadays, the Arab farmer comes to the
                        K.A.S.'s buildings, "tefuddls," chats, states his needs of seed and manure,
                        and departs. Would he come to a Government office and face an array of
                        clerks with equal content? Would not the difficulty which the society has
                        previously experienced, -the difficulty of keeping touch with the
                        cultivators in outlying provinces-be accentuated! Aly Mohamed is in
                        Sharkieh, the society in Cairo, and Mohamed cannot always be persuaded to
                        come to the mountain, which cannot, unhappily, leave Ghezireh Island. In the
                        future the mountain will do its best to meet Mohame half-way by the
                        establishment of Moudrieh Delegations with paid secretaries of wide,
                        practical, and theoretical knowledge of Egyptian Agriculture. It is a pity
                        that more men competent to fill the last-named posts cannot yet be found,
                        but we agree with those who hold that it is much better to allow the
                        Gharbieh secretary to visit Behera from time to time than to saddle Behera
                        with a young man, whose theoretical knowledge may be sound enough but whose
                        want of practical experience would be speedily detected by the enquiring
                        fellah.</p>
                    <p>One thing a Government can always do Leite and more rapidly than any
                        non-govern mental association; we refer to the collec tion of statistics,
                        and note with satisfaction that a Statistical Bureau is to be formed in the
                        near future which will be able to give returns and to collect information of
                        great interest and value to the agricult ralist, the merchant, and the
                        financier. Meantime, the K. A. S. has selected an entomologist who is at
                        present investigating the life-history of the boll-worm, and a cryptogamic
                        botanist, whose researches will be devoted to the fungoid diseases of fruit
                        trees and crops, is expected to arrive at the end of the present month;
                        while the ap pointment of an assistant secretary to Mr. G. P. Foaden, whom
                        we congratulate on his promotion to the post of secretary-general, and of a
                        paid accountant at the office of the K.A.S., are corollaries of the
                        extension given to the society's work. H. H. Prince Hussein Pasha Kamel will
                        be president of the reconstituted society and also of its executive and
                        general committees. H. H. Prince Ibrahim Pasha Helmy and H. E. Riaz Pasha
                        will in all probability be vice-presidents of the general committee. H. E.
                        Chawarbi Pasha and Mr. Gibson are destined vice-presidents of the exe cutive
                        committee, with Mr. Carey as assistant vice-president. This executive
                        committee will control the local delegations in all matters that relate in
                        any way to administration. In conclusion, we hope that the K. A. 8.
                        established on a broader basis, will attain even more success than before in
                        its admi rable task of spreading agricultural know ledge through Egypt,
                        combating the enemie of the oultivator, and conducting exper ments likely to
                        prove of real utility to the country. We hope that in the near future every
                        Moudirieh may have its delegation and expert-secretary.</p>

                            S.S. Captain W. Menzell from coal- ing, the Government having received
                            proof that her previous cargo had been delivered to the Baltic Fleet.
                            400 tons were already on board when the loading was stopped. It is
                            understood that the Government is inves- tigating the case of other
                            steamers. The ship- ments to Russia and Japan will not be affected by

                        <head>FORTHCOMING EXECUTION.-</head>
                        <p>Ahmed El Fabieh, who was recently condemned to death for the murder of a
                            native in the Sharkieh province, on the 9th April last, will be hanged
                            in the precincts of the Native Court of Appeal at Cairo, after
                            Beyram.</p>

                        <head>THE RAMLEH LIBRARY </head>
                        <p>is improving yearly, and the new catalogue shows that there are now over
                            2,000 books on the shelves. These include not only nearly all the latest
                            novels, but also over fifty works on Egypt and some of the most recent
                            and best books on Russia, Siberia, and Japan.</p>

                        <head>H.M. TRANSPORT </head>
                        <p>Soudan (Capt. S. de B. Lockyer) arrived at Port Said on Sunday afternoon
                            from Southampton and left in the evening for Bombay. The troops on
                            board. numbered 1,363 of all ranks, including 406 officers and men of
                            the 2nd Royal Fusiliers. The officer commanding is Lt. Col. G. C.
                            Herbert.</p>

                        <head>ZAGAZIG CEMETERY.-</head>
                        <p>The lottery for the benefit of the International Christian cemetery of
                            Zagazig is now open and a number of tickets have been already
                            distributed. All who wish to help should remit P.T. 5, together with
                            their address, to Mr. S. Felice, British Vice-Consul at Zagazig. On
                            receipt of same a lottery ticket will be forwarded to them.</p>

                        <head>A PHENOMENAL HAILSTORM </head>
                        <p>occurred at Alexandria at midday to-day. The hailstones were larger than
                            have been seen in this country for some time. Although the downpour only
                            lasted a few minutes, the streets were flooded in many parts of the
                            city, and the water from Cherif Pasha-street rushed in torrents down Old
                            Bourse-street, which was flooded.</p>

                    <head>PERSONAL AND SOCIAL.</head>
                    <p>Viscount and Viscountess Southwell were among those who arrived yesterday by
                        the P. and O. steam yacht Vectis, and are staying at the Hotel d'Angleterre,
                        Cairo.</p>
                    <p>Our Constantinople Correspondent learns that Count Goutant-Biron and the
                        Countess, who is a daughter of the Hon. John Leishman, will pay a visit to
                        Cairo in December, and will spend the winter season there. They are coming
                        to Egypt in the yacht belonging to the Count and Countess Boni de
                        Castellane, who will also accompany them to Cairo.</p>
                    <p>The King has been pleased to approve of Mr. Vincent Corbett, Financial
                        Adviser to the Egyptian Government, being given the rank of Councillor of
                        Embassy.</p>
                    <p>Baron von Richthofen, who has been in charge of the German Agency during the
                        absence on leave of Dr. Rucker-Jenisch, took leave of the Khedive on
                        Saturday and is leaving shortly for Berlin.</p>
                    <p>On the retirement of Michalla Pasha from the Government service he will make
                        Paris his home.</p>
                    <p>M</p>
                    <p>The rumour that Chitty Bey will replace Harari Pasha as Director-General of
                        the State Accounts is incorrect.</p>
                    <p>Judge Law has sent in his resignation.</p>
                    <p>Kaimakam and Mrs. Borton Bey have left the Khedivial Hotel and taken up their
                        residence at 3, Museum-street, Alexandria, where they will remain for the
                        winter.</p>
                    <p>The official salary of the director of the Assouan Reservoir is to be
                        increased from L.E. 1,000 to L.E. 1,500.</p>
                    <p>Mrs. C. Cochrane and Miss E. M. Cochrane have left Clifton Gardens,
                        Folkestone, for Egypt, where they intend to spend the winter.</p>
                    <p>Dr. F. W. Saunders, Superintendent Medical Officer of the Luxor Hospital for

                    <p>THE COMMERCIAL CONVENTION.</p>
                    <p>(FROM OUR OWN CORRESPONDENT).</p>
                    <p>Rome, November 28.</p>
                    <p>The present Session of the Italian Parliament will doubtless see the
                        Commercial Convention between Italy and Egypt sanctioned. In 1892 a
                        commercial convention was drawn up between the two countries, but, failing
                        its adoption by the Italian Parliament, it was never put in</p>
                    <p>force.</p>
                    <p>Notwithstanding the failure of the con- vention, the commercial relations of
                        the two countries have never suffered, but have been most cordial. All the
                        custom-house questions were regulated in accordance with the last French
                        commercial convention and on the basis of the "most-favoured nation." The
                        two governments have, however, thought it right to put an end to such a
                        inchoate state of things by concluding a new convention. The discussion of
                        its clauses has taken over a year, and it is now ready to be presented to
                        the ItaBan Parliament, where it will no doubt be passed.</p>

                    <head>AMERICAN CONSULATES.</head>
                    <p>Mr. Herbert H. D. Peirce, Third Assistant Secretary of State, who came here
                        last year on an inspection of the American consulates of the East, has
                        suggested to his Government the establishment of American consulates at
                        Alexandria, Port Said, and Suez, and states that the diplomatic and consular
                        agent at Cairo should get at least $7,500 a year. He also recommends an
                        increase of $1,000 in the salary of the American Consul at Aden.</p>

                    <p>PHARMACY REGULATIONS. A notice published by the Sanitary Admi- nistration
                        warns pharmacists and proprietors of pharmacies to inform the Administration
                        of the quarter, street, and number of their establishments and the title
                        under which it does business.</p>
                    <p>They are also reminded that they are bound to employ an agent-if proprietors
                        of more than one pharmacy-to manage each establish- ment not directed by
                        themselves personally, and must obtain a special authorisation for the</p>
                    <p>same.</p>

                    <p>"AT HOME" AT SUEZ.</p>
                    <p>The members of the English Club, Suez, held an enjoyable musical "at home" on
                        Saturday last. An excellent and varied pro- gramme was given by Messrs. W.
                        Scott-Leslie, (Society entertainer) and D. W. Norton (solo) pianist). These
                        gentlemen have just arrived from England for the purpose of giving a series
                        of concerts in Egypt during the season. Mr. Scott-Leslie was at his best in
                        a Devon- shire dialect character sketch, and Mr. Norton in a pianoforte solo
                        "Prelude," by Rach- maninoff.</p>

                    <p>17th LANCERS COMING.</p>
                    <p>The London Correspondent of the New York Herald writes:-I am told that Lord
                        Cromer is dead against reducing the Cairo garrison to the extent that the
                        Army Council has determined, and it is said that after all the 17th Lancers
                        will go there next May, which is rather adding insult to injury. Some time
                        ago the officers of that smart regiment gave up their houses and sold their
                        polo ponies at a very great loss. Then they were told they would have to
                        remain in Edinburgh for another year or so and not go to Cairo at all, but
                        at a future date would go to India. Now it is proposed to send them to Cairo
                        just as the season and all the fun is over.</p>

                    <head>KHARTOUM GARRISON.</head>
                    <p>One officer, 20 N.C.O.'s and men of the 2nd Battalion Rifle Brigade proceeded
                        from Cairo to Shellal, en route to Khartoum, on Saturday. 1 officer and 9

                        Cairo by the 8 p.m. train on Wed- nesday.</p>
                    <p>Captain E. L. Mears, A.S.C., left Cairo on Saturday for Shellal, en route to

                    <p>A Smyma correspondent writes: Elie Guiffray, president of the Société des
                        Quais, of Smyrna, has established a new steam navigation company, of which
                        he has been appointed chairman of the board of directors. La Phocéenne is
                        the name of this new com- pany, whose ships will fly the Hellenic flag. For
                        the present, the itinerary will be: Constantinople-Smyrna-Alexandria; and
                        the Buriana, the first steamer of the company, has already accomplished her
                        first voyage. The society is now negotiating for the purchase of two new
                        steamers. There is every likelihood that this company will be successful,
                        for Mr. Guiffray is a very capable man.</p>

                    <p>Suez, Monday.-Prof. Flinders Petrie, accom- panied by Mr. Monktorth, of

                        last Saturday afternoon en route to Mount Sinai, for exploration purposes.
                        The party camped for the night at the quarantine station Chat, situated on
                        the Asiatic bank of the Canal, opposite Suez. Early yesterday morning they
                        resumed their journey on camels.</p>

                    <head>EGYPTIAN MINING.</head>
                    <p>The latest London papers to hand show that the boom in the Egyptian mining
                        market still continues strong on the Stock Exchange. The rise in Egyptian
                        shares was energetically renewed yesterday week, and prices showed further
                        improvement at the close. Nile Valley was higher at 3. Mysore Reefs and My-
                        sore Goldfields were both better owing to the interest which the companies
                        hold in Egyptian mining.</p>

                    <p>On the occasion of the small dance given yesterday evening at Shepheard's,
                        the restau- rant attracted a large number of tourists and residents, as well

                        Sadik, demeure "nulle et de nul effet aux fins qui précèdent. "Alexandrie,

                        offre de me trouver un acquereur pour mes domaines de Hadra, a Alexandrie,
                        dont la superficie atteint environ 500 et quelques feddans inclus le grand
                        lac dit de Sayed Gaber. Le prix sera de £700,000 (sept cent mille livres
                        sterling) et ma Daïra se chargera de combler, assecher le dit lac a
                        condition que les acheteurs obtiennent le permis du Gouvernement
                        Khedivial.</p>
                    <p>Je m'engage a donner libre cours a vos re- cherches pendant un delai de trois
                        mois, c'est- a-dire du 15 Septembre 1904 au 15 decembre de la même annee
                        apres quoi je serai libre de traiter avec vous ou non.</p>
                    <p>Quant à l'affaire de Rasr Aly et Rasr Dou- bara j'attends une reponse de
                        Hussein pacha. Croyez, cher Youssef Bey, à mes sentiments sinceres.</p>

                        Ensuite, je veux bien accepter, en cas de vente, le versement du prix de
                        700,000 livres sterling en deux parties, dont moitie a la signature du
                        contrat et l'autre apres l'asseche- ment du lao deja indique dans mon ecrit
                        precedent.</p>
                    <p>Toutes les informations necessaires a propos de l'etendue de la propriete et
                        ce qui s'en suit vous seront donnees par ma Daïra que je me hâterai

                    <p>Ces deux publications avaient vivement in- teresse le public, les debats
                        etaient attendus avec impatience; aussi fut-ce au milieu du plus profond
                        silence que Me Carton de Wiart prit la parole au nom de Youssef Bey Saddik
                        pour exposer les faits.</p>
                    <p>Voici sa plaidoierie en resume: Youssef bey Sadik avait ete charge par un
                        groupe de capitalistes d'approcher le Prince au sujet de la vente de son
                        domaine de Hadra. Il eut avec S.A. des pourparlers qui aboutirent a la
                        lettre du 14 Septembre ci-dessus. Muni de cet engagement il revint en
                        Egypte, discuta l'affaire avec son syndicat, puis, de retour a Paris,
                        demanda au Prince d'augmenter le delai encore a peine commence, de fixer les
                        modali- tes du paiement et de fournir les renseigne- ments de detail. S.A.
                        lui accorda tout ce qu'il demandait et le resultat des negociations fut fixe
                        dans la seconde lettre du 10 Octobre 1704. Le lendemain 11, une depeche de
                        Saddik au Caire annonçait la reussite des pourparlers.- Or, le 12, les
                        choses se gåterent, le Prince vou- lut qu'on lui rendit les lettres; Saddik
                        s'en excusa et revint en Egypte. De la, echange de lettres de protestation
                        de part et d'autre avec la Daïra, et, finalement, les publications dont nous
                        avons parle au debut de ce compte-rendu, M. Carton entame alors la
                        discussion. Les deux lettres litigieuses ne constituent pas, dit- il, un
                        simple mandat revocable au gre du man- dataire, comme le veut pretendre le
                        Prince. Elles sont la preuve d'un engagement, parfai- tement obligatoire,
                        par lequel il a aliene son droit de disposer de son bien jusqu'a l'expira
                        tion du delai specifie, c'est-a-dire du 20 Mars 1905. Nous ne suivrons pas
                        l'eminent avocat dans son etude de la doctrine et de la juris- prudence,
                        nous nous contenterons de resumer sa discussion juridique. Le Prince,
                        dit-il, en substance,s'est engage a accepter de vendre son domaine de Hadra
                        moyennant le prix de 700 mille £., payables en deux echeances, a l'ache <cb
                            n="5"/> teur que lui presentera Youssef bey Saddik,avant le 30 Mars
                        1905. Passe cette date il reprendra sa liberte et pourra vendre ou ne pas
                        vendre, a son gre. Or un engagement de cette nature est irrevocable des
                        qu'il a ete accepte par celui a qui il est offert, et, (c'est ici le point
                        delicat), cette acceptation ne veut point dire que le beneficiaire de la
                        promesse doive s'engager à acheter mais simplement qu'il a accepte l'enga-
                        gement du vendeur sans s'obliger lui-meme. C'est la, dit Me Carton, ce que
                        les auteurs et la Jurisprudence appellent une "Promesse Unilaterale de
                        vendre" promesse absolument obligatoire, au gre des Cours de Cassation
                        d'Europe et de tous les jurisconsultes.</p>
                    <p>En ce qui concerne le 2 1/2 0/0 promis a Saddik c'est la simple renumeration
                        d'un lou- age de service, c'est a vrai dire une participa-</p>
                    <p>tion.</p>
                    <p>Contre le Journal du Caire et la Reforme Me Carton de Wiart demande a titre
                        de repa- ration du prejudice qu'ils ont cause a son client par l'insertion a
                        la legere, dit-il, de l'avis de revocation, la publication gratuite du juge-
                        ment a intervenir.</p>
                    <p>Il demande au Tribunal de declarer que l'engagement pris par le Prince est
                        valable et obligatoire, de condanner. A. a fournir les renseignements et
                        titres concernant Hadra et de lui imposer le paiement de dommages
                        interets.</p>
                    <p>Me Lemoine repond avec le verbe et l'a greable eloquence qui font de lui l'un
                        des orateurs les mieux ecoutees du barreau Egyp tien, que pour lui il ne
                        veut point chercher d'explications hors des termes memes des lettres
                        litigieuses. Qu'il n'y voit qu'un mandat ordinaire, salarie, mais revocable.
                        Les mots employes par le Prince pourraient, dit-il, preter a equivoque.</p>
                    <p>On lit le mot "option" dans la seconde lettre, mais dit l'eminent avocat
                        Alexandrin, pour le Prince qui n'est point un speculateur mais un simple
                        rentier, le mot option ne pre- sente pas de sens precis, il faut donc
                        chercher dans l'esprit du contrat l'intention veritable des parties. Or,
                        dit-il, il s'agit ici d'une simple affaire de courtage dans laquelle Mr.
                        Saddik agit comme mandataire du Prince; le mandat est de sa nature
                        revocable; il faudrait, pour qu'il ne le fut pas, une stipulation expresse
                        et formelle et, dit-il, la fixation d'un delai accorde et prolonge sur la
                        demande de Saddik n'est qu'une clause, ordinaire dans les contrats de
                        courtage mais qui ne lie pas au point de rendre irrevocable le mandat
                        pendant laduree fixee. Me. Lemoine examine ensuite la question au point de
                        vue juridique et fermine en offrant a Saddik la remuneration de ses peines
                        et soins et le payement de ses debours contre justification.</p>

                        deboute- ment, faute de prejudice justifie.</p>

                    <head>THE ASSOUAN DAM AND PHILE TEMPLES.</head>
                    <p>Mr. Somers Clarke, who has been staying at the Savoy Hotel, Assouan, has made
                        the following report from observations taken in the ruins themselves, which
                        he has just visited, measure in hand:-</p>
                    <p>"I will not now raise the question whether the Egyptian Government has broken
                        faith in deciding to raise the level of the Assouan Dam. I will confine my
                        statements to what I have observed.</p>
                    <p>The Assouan Dam, as now constructed, holds up the water to what is known as
                        R. L. 106- that is, to a level of 106 mètres above a fixed datum or "reduced
                        level" at Alexandria.</p>
                    <p>At this level all the buildings on the island of Philae are more or less
                        immersed with the exception of the temple of Isis, which stands a little
                        higher than the rest. The floor of this temple is just above R. L. 106. As a
                        matter of fact, the water has been impounded until it rose more than a mètre
                        above this level.</p>
                    <p>So far as we can tell at present, the substance of the masonry immersed,
                        which, it must be remembered, has stood perfectly dry for some 2,000 years,
                        has not received any harm. The surface, tinted by time and sunshine to a
                        warm golden colour, is now washed to a cold grey. The painted surfaces are
                        fast losing their colour. Not a little of the picturesque charm and beauty
                        of the ruins is gone for ever.</p>
                    <p>Such is the price that must be paid for the reservoir. There are many persons
                        who seem to hold the opinion that the Egyptian Government is perfectly
                        callous to the his- torical and artistic value of the island of Phile, but
                        this is not a fair view to take.</p>
                    <p>Foreseeing the danger that must come, the Government has caused to be made
                        very careful examinations of the ruins. It has published the results, with
                        maps, plans, sec- tions and a multitude of excellent photo- graphs. It has
                        caused the foundations of the various buildings to be examined, and, at a
                        cost of some £18,000, to be carefully and thoroughly underpinned and
                        supported. I have seen these works in progress and have been down under the
                        buildings.</p>
                    <p>Twice, since the underpinning was done, has the reservoir been filled.
                        Examination does not show at present any movement worthy of consideration.
                        Speaking on behalf of those whose interests lie chiefly in the direction of
                        architecture, archaeology and the picturesque, we cannot but deplore that
                        the reservoir was made; but who can pos- sibly deny its value to the
                        country, who can say that from the engineer's point of view a site offering
                        so many advantages could elsewhere have been found?</p>
                    <p>The Egyptian Government now proposes to raise the level of the water in the
                        reservoir from R.L. 106 to R.L. 112-about 20ft. additional.</p>
                    <p>What effect will this have on the ruins at Phila? The Kiosk, or Pharaoh's
                        Bed, as it is called, will stand in water up to the necks of the capitals of
                        the columns. The long ranges of the colonnades lying south of the central
                        group of buildings will be completely hidden under water. Even the doorway
                        between the towers of the southern pylon will be closed. The Mammesium and
                        opposite colonnade will be submerged. The water will rise to the necks of
                        the capitals in the Hypostyle Hall. The roof will consequently stand above
                        the water; but the cornices of the rest of the temple will hardly
                        emerge..</p>
                    <p>Judging by the evidence of the past two years, it may reasonably be expected
                        that the stone-work of the walls and columns will not crumble away under the
                        influence of further immersion, but what will be the result upon the
                        architraves and horizontal roof slabs, many of which will lie soaking for
                        weeks under the water? We may learn by observing what happened some four
                        years since at the Temple</p>
                    <p>of Edfu.</p>
                    <p>A rainstorm of unusual duration occurred in the Nile valley. It was very
                        persistent at Edtu. The immense roof slabs of the temple became charged with
                        water. Several of them broke in two, falling with a crash to the pavement.
                        This was the result of a rainstorm. What may we not fear from a saturation
                        lasting many weeks 1</p>
                    <p>If the roof slabs and architraves at Philae receive the same attention that
                        has been given to the rest of the structures, it seems quite probable that
                        the buildings on the island may survive for an indefinite period. Seeing
                        that the Egyptian Government has already done so much, it is unreasonable to
                        suppose that it will grudge the small expense necessary to main- tain the
                        roof. We must not, however, close our<cb/>eyes to the fact that the damage
                        caused by the additional body of water in the reservoir goes far beyond the
                        mere immersion of the island of Philae.</p>
                    <p>The floor of the Nile valley for some 100 miles south of Philae will be more
                        or less affected. Here are several temples, some of no small interest and
                        dignity, also a considerable number of sites of ancient settlements which
                        have never yet been properly examined. These inust contain things of no
                        little interest and value to the ethnologist, the antiquary, the historian
                        and the artist.</p>
                    <p>The Egyptian Government is by no means indifferent to these things.</p>
                    <p>The matter will be thoroughly examined, with a view to taking steps that as
                        little harm as is possible under the circumstances shall be done to the
                        temples, etc."</p>

                    <p>EGYPTIAN COTTON IN INDIA.</p>
                    <p>A good deal has been said lately about the possibilities of cotton growing in
                        Sind, and a special correspondent of the Times of India has written a long
                        and interesting description of the experiments that are now being con-
                        ducted by officials of the Bombay Government. "The germ of a great
                        experiment which may mean much for Sind, and perhaps for Bombay also," is a
                        piece of land of about twenty acres which has been planted with Egyptian
                        cotton, and the results, it is said, are sur- prisingly good. "The
                        conditions in Sind approximate more closely to those of Egypt than is the
                        case elsewhere. The soil is not dissimilar; the clear, dry atmosphere and
                        the scarcity of rainfall present points of close resemblance; but the
                        parallel of prime im- portance is that Sind possesses that system of
                        perennial irrigation upon which the successful cultivation of</p>
                    <p>EGYPTIAN COTTON</p>
                    <p>chiefly depends." It is said, however, that American cotton may yet be given
                        the pre- ference, and, rather curiously, the correspon- dent remarks that
                        "so many contingencies which need not be here discussed hinge upon this
                        problem that for the present it has not received very close consideration."
                        The yield of Egyptian cotton in Sind is estimated at fully half a bale to
                        the acre, "whereas in the Bombay Presidency the average yield is one bale to
                        five acres." Of the four varieties planted, Abassi, Mitaffifi, Ashmuni, and
                        Yanuo- vitch, it is considered that Ashmuni has done the best; but the test
                        is hardly decisive. In- deed the Director of Agriculture and his deputy,</p>
                    <p>MR. FLETCHER,</p>
                    <p>who has given particular attention to this matter, are very anxious that
                        large assump- tions should not be based prematurely on their experiments.
                        They believe that they have demonstrated that both Egyptian and Ameri- can
                        cotton can be successfully grown in Sind, and that with reasonable attention
                        the staple can be maintained. If their hopes can be realised there should be
                        a great accession of prosperity to Sind. For at present "Sind cotton, which
                        is probably the worst in India, only fetches from 24d. to 31d. per pound. It
                        has a ready sale, being bought mostly by Ger- many, probably for admixture
                        with woollen goods; its very courseness and wiriness, as well as its
                        cheapness, are its only recommenda tions." Egyptian cotton of the best kinds
                        would fetch from 7d. to 9d. or 10d. per pound, and the yield per acre would
                        be greater. Within a period "not far distant" it is hoped that an additional
                        500,000 acres may be placed under cultivation. (Manchester Guardian).</p>

                        <p>RE ALDERSON AND TENANTS v. THE MUNICIPALITY.</p>
                        <p>TO THE EDITOR OF THE EGYPTIAN GAZETTE. Sir,-Please excuse the brevity of
                            the above introduction; it was suggested by Mr. derson's letter in your
                            paper of the 3rd. Mr. Alderson's position in this matter seems to me to
                            be somowhat like that of the inex- perienced housewife who held an
                            umbrella over the young ducks. We are told that these ungrateful birds
                            did not much appre- ciate the delicate attention; and now, if rumour
                            speaks aright, many tenants are said not to be much satisfied with the
                            proposals of their valiant champion,-in fact, there is "a little rift
                            within the lute."</p>
                        <p>I do not pretend to represent any interest, except perhaps that of others
                            who, like myself, contribute somewhat unwillingly to the Municipal
                            funds, but I wish to give you and your readers the benefit of my candid
                            opinion on, the above, and any similar schemes. When people say their
                            opinion, is candid, one is not far wrong in thinking that it will
                            probably be also unpleasant, nor can I claim any exception to the rule.
                            It seems to me to be a fitting moment to remind our Town Councillors,
                            that the public money which they get from the rate- payers should
                            exclusively be spent "pro bono publico" in the widest sense of the term.
                            Our Municipality is still a young institution, and it is no discredit to
                            it to say that many things still remain to be done which come entirely
                            within that ca tegory. Among others, some years ago we heard a great
                            deal about a most essential question. I allude to the drainage of Alex-
                            andria. We have not heard much about it lately. I am afraid it is one of
                            the many Municipal irons which have been allowed to get rather cold in
                            the fire, and yet it is a much more important matter than many of those
                            to which so much attention has been given,</p>
                        <cb/>
                        <p>Surely our Municipal Councillors cannot commit the enormous error of
                            thinking, because they have built a fine quay wall, and inside it a
                            collecting sewer, that these things have much to do with the drainage of
                            the town. If some of them have any such illusory dreams, the sooner they
                            awake from them the better, and until they have seriously under- taken
                            this and similar works, the less they waste of their time or our money
                            on objects which, like the one before us, are not of such general
                            interest, the sooner may we hope that the sanitary progress of this town
                            may be more in keeping with its financial prosperity.</p>
                        <p>I do not for a moment wish to disparage Mr. Alderson's object, but the
                            way in which he wishes to carry it out is not a suitable one for our
                            Municipality. Fortunately there are philanthropists in the world, and to
                            his honour be it said, I consider that Mr. Alderson is one of them; let
                            him find a few kindred spirits, and the question could soon be put on a
                            more practical basis.</p>

                        <p>BRITISH TRADERS IN EGYPT.</p>
                        <p>TO THE EDITOR OF THE EGYPTIAN GAZETTE.</p>
                        <p>Sir,-As a student of contemporary politics, I am deeply interested in the
                            discussion of this subject which is taking place in your columns. Much
                            adverse criticism has, I am aware, been expended upon our compatriots
                            engaged in commerce for their lack of initiative and adaptability, and
                            unfavorable comparisons in these respects have been drawn between them
                            and their German rivals. Probably these strictures have a certain
                            substratum of truth, but, at the same time, I cannot bring myself to
                            believe that Britishers are wholly to blame for their failure to keep
                            pace with their astute and energetic competitors. In my humble judgment
                            the fault is in no small measure attributable to British statesmanship
                            in neglecting to lend to British traders in foreign parts that powerful
                            aid and support which French- men, Germans, and Italians are accustomed
                            to receive from their respective Governments, in whatever part of the
                            world they may be carrying on their business. It was Lord Beacons- field
                            who said that nations are more easily captivated by phrases than by
                            facts. One of those phrases-the more dangerously deceptive because it
                            embodies a half-truth-is that "trade follows the flag," which I take to
                            mean that political ascendancy insures commercial supremacy. Many
                            examples might be cited to show that this is not the case where the
                            ruling Power neglects or refuses to throw its influence into the scale.
                            What, I would ask, was the aim and end of France in bargaining with
                            England for a "free hand" to follow her policy of "peaceful penetration"
                            in Morocco ? Why, obviously this: that mining concessions should be
                            placed in French hands, that to Frenchmen should be entrusted the
                            construction of railways and the execution of irrigation works, and that
                            the trade, commerce, and industries, which were in peril of being
                            secured by English- men, should flow exclusively into French channels.
                            The French Government did not attempt to beguile its electors or try to
                            justify inertia by vaporing about the "open door," but it went straight
                            for the business and it has got it. Now, what is our position? We see
                            our trade dwindling for want, in no little degree, of official
                            assistance. Is nothing to be done, is no effort to be made, to check and
                            counteract this tendency Are we for ever to be linked to that fallacious
                            policy of "laissez faire" under shelter of which our statesmen have
                            hitherto turned a deaf ear to the appeals for help addressed to them by
                            their compa triots, taking credit, even, for leaving our over- sea
                            commerce to look after itself 1 Are the restrictions placed by
                            Government upon our shipping to continue to be so hampering and
                            burdensome that British ship-owners are, in ever-increasing numbers, to
                            be forced into foreign ports and to sail their vessels under foreign
                            flags An opportunity seems to offer itself as compensation for the loss
                            of trade in and with Morocco, if our statesmen would but avail
                            themselves of it. French methods in that country are well-known and
                            presumably legitimate. Would there be anything humiliat ing in learning
                            from our commercial competi- tors, and applying their system to Egypt 1
